REQUEST FOR BIDS -NON-CONSULTING SERVICES (FIRM SELECTION)

ASSIGNMENT TITLE: SCANNING AND DIGITIZATION OF LICENSE DOCUMENTS FOR E-RECORDING AND ARCHIVING OF THE MINING CADASTRE OFFICE Date: MARCH 25, 2020
1. This request for expression of interest follows the General Procurement Notice for this project that appeared in the dg Market website, issue No. WB8170-12/17 of December 27, 2017.
2. The Federal Government of Nigeria, represented by the Ministry of Mines and Steel Development (MMSD) has received financing from the World Bank toward the cost of the Mineral Sector Support Project for Economic Diversification and intends to apply part of the proceeds toward payments under the contract Scanning and Digitization of License Documents For E-Recording and Archiving of The Mining Cadastre Office-NG MINDIVER-138-NC-RFB.
3. The Ministry of Mines and Steel Development (MMSD) through the Mineral Sector Support for Economic Diversification (MinDiver) Project now invites sealed Bids from eligible Bidders for carrying out Scanning and Digitization of License Documents For E-Recording and Archiving of The Mining Cadastre Office.
4. OBJECTIVE OF THE ACTIVITY
The objective of the service is to convert the Agency’s Registry to a Digital Registry and design, develop and implement a Document Management System for converting both legacy and active documents to electronic documents.
5. BIDDER QUALIFICATION AND CAPACITY REQUIREMENT
i. The Bidder shall have a minimum of 5 years of experience in design, development and implementation of a computerized Electronic Document Management System and demonstrate that it has executed at least Two (2) similar projects, during these 5 years.
ii. The minimum required average annual turnover for the successful Bidder in any of the last five years shall be: hundred thousand United States Dollars (USD 400,000) or Nigerian Naira equivalent
The Bidders must prove experience in Services of a similar nature and size for each of the last five years, and details of Services under way or contractually committed; and names and address of clients who may be contacted for further information on those contracts.
iii. The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be Seventy thousand United States Dollars. (USD 70.000) or Twenty-Five Million Naira only (NGN 25,000,000).
Bidder must further provide proof evidence as authorized value-added reseller of the Electronic Document Management solution software (EDMS) proposed for the implementation of the project.

iv. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers July 2016, Revised November 2017 and August 2018(“Procurement Regulations, and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) s defined in the Procurement Regulations
v. Interested eligible Bidders may obtain further information from the MinDiver Office and inspect the bidding document during office hours 9am to 4pm Mondays to Fridays excluding Public holidays at the address given below.
vi. Bidding documents in English Language may be purchased by interested bidder on the submission of written Application to the address below and upon payment of non-refundable fee of Ten thousand naira (NI0, 000) only for a set) through REMITA’ web site: www.remita.net. Bidders making payment should click; “Pay FGN & State TSA and select of the Sector Support for Economic Diversification”. Sub Menu Tender fees and “Pay Federal Government of Nigeria on the next page and also select the account Project Mineral 107437 as GIFMIS code. Interested bidders may obtain further information at the same address below. Bidding document can be picked up in person requested via mail, with evidence of payment and the written application for the document.
vii. Bids must be delivered to the address below on or before Monday, April 27 2020 by 11am prompt. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on Monday, April 27 2020 by 11am prompt.
viii. All Bids must be valid for a period of 150 days after bid closing and must be accompanied by a Bid Security of Five thousand Dollars (USD 5,000) ar One Million, Eight hundred Thousand Naira only (NGN 1,800,000.00) and shall be delivered to the address below on or before 11.00 am on Monday, April 27, 2020, at which time they will be opened in the presence of the bidders who wish to attend.
ix. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Forms included in the bidding document.
