NATIONAL CENTER FOR HYDROPOWER RESEARCH AND DEVELOPMENT (ENERGY COMMISSION OF NIGERIA) UNIVERSITY OF ILORIN INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR 2020 CAPITAL PROJECTS DEADLINE: 22 ND SEPTEMBER, 2020

INTRODUCTION The National Centre for Hydropower Research and Development (NACHRED) charged with the mandate of organizing and conducting research and development in hydropower management and technologies invites interested qualified and credible contractors/consultants to tender for the under listed goods, works and consultancy services appropriated in the 2020 fiscal year.

2.0 CATEGORY OF PROJECTS 2.1 CATEGORY A-WORKS Lot 1: Construction and Installation of Locally Fabricated Small Hydrokinetic Turbine to provide electricity to Rural Dwellers in Selected Locations in the Six Geopolitical Zones of the Country Lot 2: Completion of On-going Small Hydropower Projects in some locations in the Country Lot 3: Supply and Installation of Solar Powered Street Lighting Obokun/Oriade Federal Constituency Lot 4: Supply and Installation of Solar Powered Street Lighting Oniocha Uku Lot 5: Electrification of lchama Community in Ado/Okpokwu/Ogadigbo Federal Constituency. Lot 6: Construction of Integrated Solar Street Lights in some locations in Plateau State. Lot7: Construction of Solar Powered Boreholes in some locabionsin Bauchi State. Lot8: Installation and Repair of Solar Street Light In some locations in Abia State Lot 9: Provision and Installation of transformers to some communities in Abia State.

2.2 CATEGORY B- GOODS Lot 10: Procurement Of Various Laboratory/Workshop Equipment Lot 11: Provision of Video Conference System and acquisition of Computer Soft wares for Research and Development Lot 12: Skill acquisition and empowerment items in some locations in the country 2.3 CATEGORY C- CONSULTANCY Lot 13: Data bank for results of Survey of Small Hydro-power power potentials of rivers in Nigeria. Lot 14: Training of Youths on various Skill Acquisition and Development in Akwa Ibom State. Lot 15: Training of Youth on repair and Installation of Solar System in Abia State. Lot 16: Training of Youths in Solar Power in Ondo State. Lot 17: Training and Empowerment in ICT in River State

3.0 REQUIREMENTS/ELIGIBILITY CRITERIA a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7; b. Evidence of Company Income's Tax Clearance Certificate for the last three (3) years valid till 31st December, 2020 with minimum average turnover of (N2,000,000.00) Two million Naira c. Evidence of Current Pension Compliance Certificate valid till 31st December, 2020; d. Certificate of compliance issued by Industrial Training Fund (ITF) valid till 31st December, 2020 e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020 f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service g. Providers by submission of Interim Registration Report (IRR) expiring on 30/6/2020 or valid Certificate issued by BPP.

h. A Sworn affidavit disclosing whether or not any officer of the relevant Committees of National Centre for Hydropower Research and Development or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all materials particular; i. Company's Audited Accounts for the last three (3) years 2017, 2018, 2019; j. Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the Execution of the project when needed; k. Company Profile with the Curriculum vitae of Key Staff to be deployed for the including copies of their Academic/Professional Qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.) l. List of Plants/Equipment with proof of Ownership/Lease (where applicable); m. Verifiable documentary evidence of at least (3) similar jobs executed in the last (5) years including letters of Awards, Valuation Certificates, job Completion Certificates and Photographs of the projects; n. LOT 5: Evidence of registration by Nigeria Bectriaty Management Services Agency (NEMSA) o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS Tender documents can be collected from the Centre upon presentation of a non-refundable tender fee of N10,000.00 per Lot paid to National Centre for Hydropower Research and Developmenť's TSA account

5.0 SUBMISSION OF TENDER DOCUMENTS All completed Technical and Financial tender documents must be submitted in Two (2) copies each including One (1) original and One (1) copy sealed in separate envelopes clearly marked Technical Bid and Financial Bid for NACHRED 2020 Capital Projects Both sealed envelopes must be endorsed and sealed in a third envelope marked with Project Title, Lot Number and Company's Name at the top left hand comer of the envelopes to be dropped in the box at the Main Entrance/Reception of: National Centre for Hydropower Research and Development (NACHRED) University of llorin, Km 18, Ajase-Ipo Road, Opposite ARMTI, Ilorin, Nigeria not later than Tuesday, 22nd September, 2020 at 10:00 a.m.

6.0 OPENING OF BIDS/EOI The technical bids/EoIs will be opened pubidy in the presence of all bidders or their representatives at 10:00 a.m.on Tuesday, 22nd september, 2020 in the Conference Room of the Centre. Only pre-qualified bidders will be invited at a later date for opening of financial bids, while financial bids of unsuccessful bidders will be returned unopened.

7.0 DISCLAIMER AND CONCLUSION a. Submission of tender/proposal documents is not a guarantee for an award of contract b. Bids submitted after the deadline for submission would be returned unopened.

8.0 GENERAL INFORMATION Because of the COVID-19 pandemic that is currently ravaging the country, bidders are to note the following: - For the collection and submission of documents only ten (10) bidders will be allowed to enter the Centre premises at a time. Bidders should also note that all the guidelines put in place by the Presidential Task Force (PTF) on COVID-19 shall be strictly adhered to. This includes the use of face mask, hand sanitizer and the enforcement of social distancing. - In line with the Presidential Task Force (PTF) on COVID-19 Guide Line, the Centre will make available a link for virtual viewing of proceeding in the National Centre for Hydropower Research and Development website, ( www.nachred.org.ng )
