INVITATION TO TENDER FOR THE EXECUTION OF 2020 CAPITAL PROJECTS

1. INTRODUCTION
In pursuant of its objectives of conserving the biotic and abiotic resources in the National Parks, the Service wishes to undertake the Procurement of Works and Goods under the 2020 Appropriation.
Consequently, the National Park Service invites interested, competent and reputable contractors with relevant experience and good track records to tender for the execution of these projects, in compliance with the Public Procurement Act 2007

2. SCOPE OF WORKS:

3. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents:
i. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Forms CAC2 & CAC7 (or CAC 1.1):
ii. Evidence of Tax Clearance Certificates for the last three years (2017,2018 & 2019) valid till 31st December 2020, corresponding with declared Turnover in the Audited Accounts, with minimum average turnover of N20 Million.
iii. Evidence of current Pension Compliance Certificate valid till 31″ December, 2020
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020.
vi. Evidence of Registration with the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30th June, 2020 or a valid Certificate issued by Bureau of Public Procurement;
vii. A Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Park Service or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented on its bid are true and correct in all particulars;
viii. Company’s Audited Account for the last 3 years (2017, 2018 & 2019) by a qualified Auditor;
ix. Evidence of Financial Capability to execute the Projects by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s Profile, C.V. and Professional qualifications of key personnel with evidence of registration with Relevant Professional Bodies e.g. COREN, QSRBN, ARCON, CORBON etc.;
xi. Verifiable list of at least three (3) similar jobs successfully executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates;
xii. List of Plants/Equipment with proof of Ownership/Lease;
xiii. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number, and E-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.

4. COLLECTION OF TENDER DOCUMENTS
All Standard Bidding Documents are to be collected from the Procurement Unit, First Floor, National Park Service, Headquarters, Abuja on the presentation of evidence of payment of a non-refundable tender fee of Ten thousand (N 1000000 Naira only per Lot, paid into National Park Service, Abuja Remita Account in any reputable Commercial Bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial Bids (One soft copy and two sets of hard copies) shall be submitted in two different sealed tamper proof envelopes and labelled “Technical Bid” and “Financial Bid” and both placed in a third sealed envelope. All the envelopes should bear the “Project Name” and “Lot No.” at the Top Right Hand Corner of the Envelope and addressed to: The Conservator-General, National Park Service, Umaru Musa Yar’adua Expressway, P.M.B, 0258, Garki, Abuja The documents should be deposited in the Tender Box at the Conference Room, First Floor, National Park Service, Headquarters, Umaru Musa Yar’adua Expressway, Abuja. Company’s name and address should also be written at the reverse side of the envelopes. Closing time for all submissions is 12:00 noon prompt on Monday, 4″ May, 2020. Late submissions shall be returned un-opened.

6. OPENING OF TECHNICAL BIDS
Only the Technical Bid opening will commence immediately after the deadline for submission at 12:00 noon on Monday, 4th May, 2020, in the Conference Room, National Park Service, HQ Abuja.  All Bidders and/or their Representatives, Relevant Professional Bodies and NGOs are invited to witness the public opening exercise accordingly.

7. GENERAL INFORMATION
i. All CAC, PENCOM, TAX, ITF, NSITF Certificates may be referred to the relevant bodies for verification.
ii. Only the pre-qualified bidders will be contacted at a later date for Financial Bids Opening, while Financial Bids of Unsuccessful Bidders will be returned un-opened;
iii. The Evaluation of the received documents shall be strictly based on the requirements as specified above and as contained in the Bid Documents.
iv. Bidding for more than Two (2) Lots will lead to disqualification
v. All costs will be borne by the bidders.
vi. The National Park Service is not bound to pre-qualify any bidder and reserves the right to cancel and/or discontinue the Procurement process at any stage without incurring any liabilities in accordance with Section 28 of the Public procurement Act 2007.
