INVITATION TO BID FOR THE UPGRADE OF PUBLIC POWER SUPPLY 11KV TO 33KV AT SULEJA, BENIN, IBADAN, ABA, SATELLITE DEPOTS AND CALABAR JETTY: BID CLOSING EXTENSION

1. INTRODUCTION
The Nigerian Pipelines and Storage Company Limited (NPSC) intends to invite reputable Companies to quote for the Upgrade of Public Power Supply from 11KV to 33KV at Suleja, Benin Ibadan, Aba Satellite Depots and Calabar Jetty.

In this regards, NPSC hereby requests suitably qualified, experienced and reputable contractors to submit their Technical and Commercial Tender documents which shall be in English language:

2. BRIEF DESCRIPTION OF THE SCOPE OF WORK
The project scope of work shall include but not limited to:

2.1. SULEJA DEPOT
2.1.1. Mobilization and Demobilization of equipment, personnel and materials.
2.1.2. Provision of 3.15MVA, 33/3 3kV Transformer Maker PAUWELS TRAFO/ABB/SIEMENS. Type: On-load Tap-Changer
2.1.3. Provision of all Substation materials as listed in the BEME (Appendix A).
2.1.4. Provision of all Transformer items as listed in the BEME,
2.1.5. Provision of all the Overhead materials as used in the BEME.
2.1.6. Proper connection and stringing of the newly constructed line
2.1.7. Disconnection of the existing 3.15MVA, 11/3 3KV Transformer and store at a designated place,
2.1.8. Installation and connection of the new 3.15MVA, 33/3.3kV Transformer to the existing power system.
2.1.9. Obtain all necessary AEDC approvals and Statutory charges as listed in the BEME
2.1.10. Hook up the 3.15MVA Transformer to the 33KV line.
2.1.11. Test and commission the 33KV line, provide reports and handover entire installations.
2.1.12. Preparation and submission of 4 bound copies of the project report.

2.2. BENIN DEPOT
2.2.1. Mobilization and Demobilization of equipment, personnel, and materials,
2.2.2. Provision of 15MVA, 33/0.415kV Transformer Make: PAUWELS TRAFO/ABB/SIEMENS. Type: On-load Tap-Changer
2.2.3. Provision of all Substation materials as listed in the BEME (Appendix 18).
2.2.4. Provision of al Transformer items as listed in the BEME
2.2.5. Provision of all the Overhead materials as listed in the BEME
2.2.6. Proper connection and stringing of the newly constructed line,
2.2.7. Disconnection of the existing Transformer and store at a designated place.
2.2.8. Installation and connection of the new 1.5MVA, 33KV/0.415kV Transformer to the existing power system.
2.2.9. Obtain all necessary BEDC approvals and Statutory charges as listed in the BEME
2.2.10. Hook up the 1.5MVA Transformer to the 33kV line.
2.2.11. Test and commission the 33kV line, provide reports and handover entire installations.
2.2.12. Preparation and submission of 4 bound copies of the project report.

2.3. IBADAN DEPOT
2.3.1. Mobilization and Demobilization of equipment, personnel and materials
2.3.2. Provision of all items as listed in the BEME (Appendix IC).
2.3.3. Installation of 33ft and 40ft concrete poles provided from the dedicated feeder to the termination point
2.3.4. Installation of all necessary overhead cabling materials from the dedicated feeder to the termination point.
2.3.5. Proper connection and stringing of the provided AAC from the dedicated feeder to the termination point
2.3.6. Provision of adequate earthing for the system.
2.3.7. Connecting the new line to the dedicated Feeder using the existing XLPE cable.
2.3.8. Obtaining all relevant permits and certification before, during and after completion of the job.
2.3.9. Connecting the Installation to the existing line at the termination point.
2.3.10. Connecting the entire Installation to Ibadan Depot Power System as described by the NPSC Supervising Engineer.
2.3.11. Testing and commissioning of the project.
2.3.12. Preparation and submission of 4 bound copies of the project report.

2.4. ABA DEPOT
2.4.1. Mobilization and Demobilization of equipment, personnel and materials.
2.4.2. Provision of 500KVA, 33/0.415 v Transformer, Make: PAUWELS TRAFO/ABB/SIEMENS. Type: On-load Tap-Changer.
2.4.3. Provision of all Substation materials as listed in the BEME (Appendix ID).
2.4.4. Provision of all Transformer items as listed in the BEME
2.4.5. Provision of all the Overhead materials as listed in the BEME.
2.4.6. Proper connection and stringing of the newly constructed line.
2.4.7. Disconnection of the existing Transformer and store at a designated place.
2.4.8. Termination of the line on the D-fuse at the final H-Pole at the Depot.
2.4.9. Obtaining all relevant permits and certification before, during and after completion of the job.
2.4.10. Hook up the 500KVA Transformer to the 33kV line.
2.4.11. Test and commission the 33kV line, provide reports and handover entire installations.
2.4.12. Preparation and submission of 4 bound copies of the project report.

2.5. SATELLITE DEPOT
2.5.1. Mobilization and Demobilization of equipment, personnel and materials.
2.5.2. Provision of 500KVA, 33/0.415KV Transformer, Make: PAUWELS TRAFO/ABB/SIEMENS. Type: On-load Tap-Changer
2.5.3. Provision of all Substation materials as listed in the BEME (Appendix IE).
2.5.4. Provision of all Transformer items as listed in the BEME
2.5.5. Provision of all the Overhead materials as listed in the BEME.
2.5.6. Proper connection and stringing of the newly constructed line:
2.5.7. Disconnection of the existing Transformer and stare at a designated place.
2.5.8. Termination of the line on the D-fuse at the final H-Pole at the Depot Obtaining all relevant permits and certification before, during and after completion of the job.
2.5.9. Hook up the 500KVA Transformer to the 33kV line.
2.5.10. Test and commission the 33kV line, provide reports and handover entire installations.
2.5.11. Preparation and submission of 4 bound copies of the project report

2.6. CALABAR JETTY
2.6.1. Mobilization and Demobilization of equipment, personnel and materials.
2.6.2. Provision of 1,000KVA, 33/0.415kV Transformer, Make: PAUWELS TRAFO/ABB/SIEMENS. Type: On-load Tap-Changer
2.6.3. Provision of all Substation materials as listed in the BEME (Appendix IF).
2.6.4. Provision of all Transformer items as listed in the BEME.
2.6.5. Provision of all the Overhead materials as listed in the BEME
2.6.6. Proper connection and stringing of the newly constructed line.
2.6.7. Disconnection of the existing Transformer and store at a designated place
2.6.8. Termination of the line on the D-fuse at the final H-Pole at the Depot
2.6.9. Obtaining all relevant permits and certification before, during and after completion of the job.
2.6.10. Hook up the 1000KVA Transformer to the 33kV line.
2.6.11. Test and commission the 33kV line, provide reports and handover entire installations
2.6.12. Preparation and submission of 4 bound copies of the project report.

3. QUALIFICATION/TENDER PROCESS
It is expected that bidders should be reputable and technically competent registered companies with verifiable track records of performance on similar projects. Bidders should be fully registered with NNPC and the Department of Petroleum Resources (DPR) and the Council for the Regulation of Engineering in Nigeria (COREN) to-carry out jobs/repairs in the oil industry.

All bids shall be subjected to technical evaluation and only technically accepted bids shall quality for commercial evaluation and consideration for award

4. TECHNICAL REQUIREMENTS
Tender to be submitted shall comprise of Technical and Commercial bids. The Technical Bid shall comprise of the following:
4.1. Full details of company profile with Certificate of incorporation in Nigeria, certified true copies of memorandum and article of Association of the company,
4.2. CAC form C02 and C07 (Particulars of Directors
4.3. Company Tax Clearance Certificate past three (3) years (2017, 2018 & 2019).
4.4. Evidence of VAT registration and Remittance,
4.5. Evidence of current Pension compliance certificate (PENCOM) valid till 2020.
4.6. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) compliance certificate valid till 2020
4.7. Audited accounts for the past three (3) years 2017/2018/2019
4.8. Current organizational structure with detailed experience and skill of key management personnel wiki names. Provide evidence (personnel list and position organizational chart percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians,
4.9. Detailed past/present commitment to staff training and development of Nigerian personnel
4.10. Evidence of financial capability/Bank reference
4.11. Evidence of relevant verifiable experience and similar words in Nigeria over the past five (5) years. Please attach reference letters. List of verifiable similar works detailed companies that the works were rendered to Include company full contact details (Not PO.Box), functional phone numbers and email address
4.12. Company’s CASHES and QA/QC policy & details of safety records for accidents, incidents, injuries and damages for the past three (3) years Eq. lost time incident. Down-Time, etc
4.13. Copy of Company’s registration certificate with Corporate Affairs Commission (CAC). Nigerian Society of Engineers (NSE), Council for the Regulation of Engineering in Nigeria (COREN) and current Department of Petroleum Resources (DPR) permit NNPC
4.14. Evidence of current Registration with NNPC/NPSC
4.15. Evidence of Site Visit issued (signed by the location.
4.16. Any additional information that will enhance the potentials of the company.

5. IMPORTANT INFORMATION
5.1. This advertisement shall not be construed as commitment on the part of NPSC, nor shall it entitle potential firms to make any claims whatsoever, and/or seek any indemnity from NPSC by virtue of such firms having responded to this advertisement.
5.2. Only companies adjudged technically qualified by NNPC under this bidding procedure will be given commercial consideration.
5.3. Your company shall provide NPSC with a letter of Authority to verify all claims made in your submission:
5.4. Late submission shall be rejected.
5.5. All costs incurred by your company as a result of this invitation to Pre-Qualification to Tender and other associated cost in respect to this exercise shall be borne solely by your company.

6. SITE VISIT
Bidders will be required to avail themselves at the Locations on the following dates for a site visit:

1. SULEJA – ALREADY VISITED
2 BENIN- ALREADY VISITED
3. SATELLITE- ALREADY VISITED
4. IBADAN- ALREADY VISITED
5. ABA- 18th May, 2020
6. CALABAR -20th May, 2020
From here, they will be conducted round the Depot/Jetty. No bidder should enter the Depot/Jetty without formal clearance and briefing from Depot Management

7. COLLECTION OF BIDS
Prospective bidders shall collect The Commercial Bid template from NPSC Maintenance Department, MZ floor, Room 29, Block C, NNPC Towers

8. SUBMISSION OF BIDS
8.1. Prospective Companies are to submit proposals comprising Technical and Commercial in TWO separate packages. The documents shall be sealed and clearly marked bids UPGRADE OF PUBLIC POWER SUPPLY FROM 11KV TO 33KV AT SULEJA/BENIN IBADAN/ABA/SATELLITE DEPOTS /CALABAR JETTY

8.2. All documents must be transmitted with a covering forwarding letter under the company/firm’s letterhead paper bearing amongst others the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone No, and e-mail address.

9. CLOSING DATE
Due to delays inconveniences caused by the current COVID-19 Pandemic, prospective companies shall be allowed to submit relevant documents on or before 2pm on 31st May 2020 which represents a one month extension form the earlier closing date of 30th April, 2020

Please note bids submitted after 2pm on 31st May, 2020 shall not be accepted.
