INVITATION TO BID FOR THE SELECTION OF REAL ESTATE AGENT

Society for Family Health (SFH) is one of the leading public health non-governmental organizations (NGOs) in Nigeria, implementing programs in Reproductive Health Family Planning: HIV and AIDS prevention and treatment of malaria prevention and primary health care system strengthening and maternal, newborn and child healthcare.

OBJECTIVE OF SERVICE
SFH intends to engage the service of a real estate company to assist in acquiring the undermentioned:
A. Commercial building suitable for office use located in Lagos preferably in the Ikeja, Maryland or Anthony Village areas, with the minimum of the following features.
• Land Size: Minimum of 2500sqm
• Minimum of 60 office spaces or rooms of not less than 24sqm each.
• Ample Car Park spaces,
• Fenced with gate and security room,
• Securely space

B. LAND WITH
• Unencumbered status.
• Space of 2,500sqm at a minimum
• In already developed area in Ikeja, Maryland or Anthony Village areas of Lagos.

This invitation to bid is in two (2) stages; Pre-Qualification and Request for Proposal (as described in A&B below)
A. Pre-Qualification Stage- Eligibility Criteria
To be eligible for consideration, interested companies must submit tender documentation that includes the following:
• Certificate of incorporation, Physical address and contact telephone and email)
• Evidence of registration with Nigerian institute of Estate Surveyors and Valuers (NIESV) or equivalent.
• Most recent company’s audited accounts for the years ended 20162017 and 2018
• Tax Clearance Certificate for 2016, 2017 and 2018.
• Evidence of previous similar jobs done in the area of Real Estate Service provision (must include any or all the following: Award Letters Purchase Orders, Certificate Letter of service completion memorandum of understanding)

SUBMISSION OF PRE-QUALIFICATION DOCUMENTS:
• All pre-qualification documents (as listed above) Must be submitted by hand or couriered to our office address below.
• Submission via email will be disqualified
• The code “SFH/REA-PREQ” should be boldly written on the top right corner of the envelope.
• Name of organizations tendering should also be clearly written on rear of the envelope
• Submissions must be made on or before 5.00pm GMT +1 (Nigerian time) on the 26th of March 2020.

PRE-QUALIFICATION SUBMISSION REVIEW
• A technical review panel will be constituted to evaluate the submissions and shortlist Applicants to proceed to the next stage of Request for Proposal (RFP) based on the criteria listed above.
• At this stage, a yes or no qualifier will be used to rate all the points above, and only firms/companies with a ‘yes response against at the points above will be considered for the next stage.
• Only firms/companies that satisfy the Pre-Qualification requirements will proceed to Requests for Proposal (RFP) stage i.e (stage 2).
• This advertisement shall not be construed as a commitment on the part of SFH to appoint any Real Estate firm nor shall it entitle any firm to claim any indemnity from SFH.
• Bids are to be submitted in a sealed envelope, SFH would not be held liable for the outcome of any bid received unsealed.

B. REQUEST FOR PROPOSAL STAGE.
The Technical Proposal should address how the bidder intends to carry out the service objectives above.it should also demonstrates understanding of the work to be undertaken and the roles and responsibilities of all parties involved. These requirements flow directly from the evaluation criteria and shall be organized and included in three parts as indicated below.

The Technical Proposals should be limited to not more than two pages, excluding attachments.
Items such as graphs, charts, cover pages dividers, table of contents, and attachments (i.e key personnel resumes, acknowledgment letters, past performance information, references organogram) are not included in the 10-page limitation for the Technical Proposal. Legibility, clarity and completeness are important. The submission of brochures or flyers alone without an accompanying explanation specific to this RFP is not acceptable

Proposals received in response to this RFP will be evaluated on the basis of the following technical criteria
1. Technical Approach and Proposed Work plan (40 points) Proposals will be assessed on the extent to which the proposed approach and methodology are solid, feasible, implementable, and affective and demonstrate a deep understanding of the nature of the work being undertaken and the environment in which the work must be performed.

2. Expertise of the Personnel in the Organization (30 points)
Proposals will be assessed on the extent to which the firm is demonstrated to have sufficient personnel with the necessary education, training, technical knowledge and experience for their assigned functions.

3. Organizational Capabilities and Past Performance (30 points)
Proposals will be assessed based on the extent to which the bidder’s corporate and institutional capability demonstrates an ability to successfully and quickly launch and implement the service terms of reference. Proposals must be accompanied by evidence (e.g Contracts Memorandum of understanding, purchase orders, letter of award, service completion letter certificate, etc.) of similar projects handled in the past i.e provide information/examples (at least two) of relevant past performance.

REQUEST FOR PROPOSAL (RFP) REVIEW:
• A technical panel will be constituted to review the technical proposals submitted and scone the pre-qualified applicants shortlisted above.
• The highest ranking firm/company based on the technical evaluation) will be considered for award.

Note:
• Negotiations on service arrangements, work plan and budget will be carried out with the highest-ranking firm. If agreement is not reached, the next highest ranked firm will be invited for negotiations.
• The closing date for receiving the application is 15 working days from the day of publication excluding Public Holidays is March 20th, 2020. Any application rejected after the stipulated fifteen (15) working days will not be accepted.

TERMS OF INVITATION TO BID
Society for Family Health reserves the right to appoint or not to appoint any of the firms as it may deem fit Any firm appointed shall be subject to terms of engagement that may be entered on appointment as the service provider.

Bids sent via email will be disqualified.
Organizations should take account of the expected delivery time required and are responsible to ensure that bids are received at SFH by the due date and time. Lost Or misdirected courier packages received after the due date and time may be considered as having been submitted late.

All responses to request for clarifications shall be posted on SFH website www.sfhnigeria.org (Clarifications and comments section check vacancies tab on website homepage) for all bidders to access and the responses to your notifications will be placed on the website within 48hs.

Bids which are submitted late or are incomplete or do not fully respond to this IT may not be considered in the review process.

All costs incurred by bidders as a result of this selection process and any subsequent requests for information shall be borne by the bidding companies

Only successful bidders will be contacted No advance payments will be made at the point of award.

SFH is exempted from paying Value Added Tax (VAT)

The applicable withholding Tax will be deducted from the winning agency contract value.
