TENDER OPPORTUNITY PROVISION OF CATERING AND FACILITIES MANAGEMENT SERVICES FOR AGBAMI FPSO FOR AGBAMI EPSO

1. INTRODUCTION:
Star Deep Water Petroleum Limited (SOWPL), a Chevron Company (Company) invites interested prequalified companies with relevant experience in catering and facilities management services in an offshore environment for this tender opportunity which is required to fully support the Agbami Field Production Operations, located in approximately 1600 meters of water and about nOOm offshore Nigeria.

The services are estimated to commence fourth quarter 2020 for two (2) years with an optional 1-year extension.

2. SCOPE OF WORK:
The Scope of Work includes but is not limited to the following:
1. Accommodation Services including but not limited to:
a. Accommodation Administration
b. Housekeeping Services
c. Personal Laundry
d. General Laundry and Provision of Towels/Bed Linen

2. Catering Services including but not limited to:
a. A Mess meals
b. Meals Away from Mess
c. Supplies of Provisions
d. Special events and Company functions

3. Janitorial Services including but not limited to:
a. Cleaning of Offices/Common areas/Meeting rooms/Clinic/Recreational Facilities Clinic/Hospital Cleaning
b. Deep Cleaning of Hull areas
c. Deep Cleaning of Accommodation deck space

4. Pest Control
a. Fumigation
b. Spraying Pesticides
c. Rodent & Snake Control
d. General Pest Control

5. Other General Services
a. Such other services as may be mutually agreed between Company and Contractor from time to time

3. MANDATORY TENDER REQUIREMENTS:
A. To be eligible for this tender exercise, interested bidders are required to be pre-qualified and ‘live’ in the 3.18.03 Catering and Housekeeping Services (Canteen/restaurant, Onshore, Offshore, Steward, Vending); 3.18.04 Cleaning and Laundry and Janitorial Services (Contract, Office, Offshore) and 3.18.02 (Temporary Accommodation / Camp Services) categories in NIPEX Joint Qualification System (NJQS) database. All successfully pre qualified and live’ in these categories, by the bid close date will receive Invitation to Tender (ITT) for both Technical and Commercial packages.

C. If you are not listed in this product/service category, and you are registered with DPR to do business for this category, please contact Nipex office at 8-10, Bayo Kuku Road, Ikoyi Lagos with your DPR certificate as evidence for verification and necessary update.

D. To initiate the JS pre-qualification process, please access www.nipex-ng.com click on service tab followed by NJQS registration.

E. To be eligible, all bidders must comply with the Nigerian Content requirements in the Nipex system.

4. NIGERIAN CONTENT REQUIREMENTS
SDWPL is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010

The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission
A. Only Nigerian registered company with greater than or equal to 51% an shareholding shall bid for this work scope. Submit certified copies of CAC forms 02 & 07 and or evidence of entity’s incorporation, shareholding and ownership structure in Nigeria,

B. Detailed description of the location of in-country committed facilities & infrastructure.

C. In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training Institution(s).

D. Submit Tenderer’s corporate organizational and project/contract specific organogram.

E. Provide a Nigerian Content Execution Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.

F. Provide valid proof of registrations, license and permits of: NAFDAC, Ministry of Health,

G. Provide evidence of MOA for proof of source and patronage of raw materials and finished goods, such as LIVESTOCK/BIRDS, FARM PRODUCE, FOOD PROCESSING items, etc. from Nigerian stockist/farmers to execute this work scope.

H. Provide evidence that tenderer is a registered member of the Nigeria hotel and catering institute or similar affiliated hospitality professional registration body in Nigeria

5. CLOSE DATE
Only bidders who are pre-qualified and ‘live’ with NJQS Product Category 3.18.02, 3.18.03 and 3.18.04 categories by 16:00 Hours, Friday 22nd May, 2020 being the advert close date shall be invited to submit both Technical and Commercial bids.

ADDITIONAL INFORMATION:
Companies eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service categories 3.18.02, 3.18. 03 and 3.18.04

The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex. Interested bidders are therefore advised to ensure they are set-up in NIPEX with a valid and active official company email address accessible by all in their organization as this shall be the only means to transmit the ITT

Bidders, who, for this bid process enter a JV. Partnership, Consortiums, etc. with another bidder bidding for this service will be disqualified.

All costs incurred by a bidder in preparing processing NJQS prequalification and participating in this tendering process shall be to the bidder’s accounts

This advertisement shall neither be construed as any form of commitment on the part of SDWPL to award any contract to any company and or associated companies, subcontractors or agents, nor shall i entitle prequalified companies to make any claims whatsoever and/or seek an indemnity from SANDWELL and or any of its partners by virtue of such companies having been prequalified in NJQS.

The tendering process shall be the NNPC Nipex contracting process requiring pre-qualified companies to submit technical and commercial tenders

SDWPL reserves the right to reject any and or all pre-qualified bids at its sole discretion and at no cost to SDWPL

SDWPL will communicate only with authorized officers of the pre qualifying companies and NOT through individuals or agents.

Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB)

Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.
