USAID REQUEST FOR EXPRESSION OF INTEREST FOR SHORT TERM TECHNICAL ASSISTANCE FOR DETAILED ENGINEERING ASSESSMENT/DESIGN AND SUPERVISION OF E-WASH CONSTRUCTION WORKS IN ABIA, DELTA, IMO, NIGER, AND TARABA SWBS CLOSING DATE: THURSDAY AUGUST 13, 2020

Background The USAID Effective Water Sanitation and Hygiene (E-WASH) is a 4-year program with the main objective of strengthening the governance, financial and technical viability office (5) State Water Boards (SWBS)in Nigeria. The five SWBS are as follows: ABIA SWSC, DELTAUSWB, IMO SWC, NIGER SWB, AND TARABA SWA.

The project is working towards achieving the following four objectives: -Create prolessionalymanaged and commercially oriented SWBS -Improve the financial and operational viability of SWBS -Strengthen policy, institutional, and regulatory frameworks for improved WASH services -Build national and state WASH advocacy, coordination, and communications for reform

The project is being implemented by RTI International ( www.rti.org ), which is an independent organization dedicated to conducting innovative, mult-disciplinary research that improves the human conditions. E-WASH to this effect is inviting interested, eligible and competent Consultancy Firms and Service providers via this Expression of Interest (EOI) to respond on their willingness to be shortlisted to the following consulting services: FOR SHORT TERM TECHNICAL ASSISTANCE FOR DETAILED ENGINEERING ASSESSMENT/DESIGN AND SUPERVISION OF E-WASH CONSTRUCTION IN FIVE STATE WATER BOARDS

The cardinal objective of the assignments: To review the pertinent documents on ground, visit the site, design and prepare Drawings with Specifications to solicit Contractors to carry out the rehabilitation works and by extension supervise the Contractors during construction works rehabilitation which will include civil works, pipe laying. supply and installation of plants and equipment. In view of the above, the scope of the Consultancy Services shall be i the following phases: • Phase l -Conduct detailed Assessment and Design -Provide bidding documents and, -Assist in Tender evaluation process Phase II -Supervision of Works Rehabilitation. -Contract administration

Phase I will be implemented in 6 weeks while phase lI shall be executed in 4 months.

Eligibility/Criteria for selection Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform this short technical assistance. The short-listing criteria will include: a Experience in the field of assignment, b Possession of appropriate technical and managerial organizational competency. c. General qualifications and availability of key staff.

The scope of work envisages an engineering firm with sound technical experience in water supply engineering and strong emphasis on the following engineering fields: civil, electrical, and mechanical engineering Only shortlisted Consultants shall be given a Request for Proposal that contains the detailed Statement Of Work.

Mode of Submission: -Applicants must submit an expression of interest letter, with their detailed curriculum vitae enclosed, detailing credible and reputable experience -Applicants must submit adequate information on themselves, providing information, including but not limited to Name, Physical Address, mailbox address, Telephone number, and Fax number -Interested Bidders must submit their Expression of interest (EOl) to the undersigned not later than Friday 13th August 2020, Time 5.30 PM.

Submission Guidelines EOI should be in English and not exceed ten (10) pages (excluding cover page, executive summary, and annexes). Any EOl with more than 10 pages will not be considered at all.
