DEADLINE: 6TH OCTOBER, 2021 KWARA STATE GOVERNMENT RE: ADVERTISEMENT OF EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF PUBLIC PRIVATE PARTNERSHIP TO RUN MULTI-SPECIALIST CLINICAL SERVICES AT OLD SOBI SPECIALIST HOSPITAL

1.0 INTRODUCTION Kwara State Government affordable. accessible and available to the residents of Kwara State in the quest to deliver quality and equitable healthcare services to the residents of Kwara State.

Kwara State Government is looking to strengthen healthcare services through public private partnership to promote service quality at an affordable cost to the populace, thereby giving value for cost. Out of pocket spending of private health institutions will be bridged by this innovative intervention of public private partnership led health institutions using the former Sobi specialist hospital as a pioneering institution.

2.0 SCOPE OF SERVICE The scope shall be covering advanced specialist health care services in addition to core clinical areas, delivered through internationally accepted standards that are evidence based driven.

3.0 CORE ELIGIBILITY REQUIREMENT 1. Necessary Professional and technical qualifications to execute the programme 2 Experience of running an internationally accredited hospital services. 3. Experience of developing and running a community based risk pooling health Services. 4. Experience of developing an integrated IT solution for healthcare purposes.(Electronic health & medical system). 5. Commitment to accommodate indigent patients into the program as part of their organization's corporate social responsibility.6. Experience in managing internationally accepted. scalable change management culture. 7. Experience of running an ISQUA certified health institution. 8. Evidence of financial capability to undertake the driven institutional service with a robust indemnity Insurance Policy. 9. Evidence of registration with Kwara State procurement Agency. 10. Company's profile with curriculum vitae of key Staff including their Academic and professional qualifications.

4.0 GENERIC EL IGIBILITY REQUIREMENT 1.Evidence of certificate of incorporation issued by corporate affairs commission (CAC) (where applicable). 2. Evidence of company income Tax clearance for the last three (3) years (where applicable) 3 Evidence of current pension compliance certificate valid till 31 December, 2020 (where applicable). 4. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31 December, 20205. Company's audited accounts for the last three (3) years (2018 2019, 2020) (where applicable

5.0 SUBMISSION OF EOI Interested organization are to submit five bound of Expression of interest (EOI) documents. The document should be submitted in sealed envelope marked Expression of Interest far the engagement of Public Private Partnership to run Multi-specialist Clinical Services at Old Sobi Specialist Hospital and addressed to Director General Hospital Management Baard. General Hospital Campus, Abdulazeez Attah Road, llorin, Kwara State.

Furthermore the reverse of each sealed envelope should bear the name and address of the organization and drop in the designated Tender Box located at the office of Director General Hospital Management Board, General Hospital Campus, Abdulazeez Atta Road Ilorin, Kwara State. from Wednesday, 22nd September 2021-Wednesday, 6th October, 2021

6.0 OPENING OF EOI The EOI documents will be opened immediately after the deadline for submission at 12:00 noon on 6th October, 2021 in the conference room of HMB. Please note that HMB will not be held liable for misplaced or wrongly submitted EOl documents.

7.0 GENERAL.INFORMATION i. EOl must be written in English Language and signed by an officer authorized by the organization ii. EOI submitted after the deadline for submission would be returned in-open iii. All costs will be borne by the organization iv. Bidder can submit through past (Courier Services) v. Only shortlisted organization will be contacted at a later date for the submission of proposal vi. Kwara State Hospital Management Board is not bound to accept any bidder and reserves the right to annul the procurement Process at any time without incurring liabilities in accordance with section 38 of Kwara State Public Procurement law 2018, as amended
