(1) Lagos State Universal Basic Education Board (LASUBEB) in pursuance of its mandate and in compliance with the requirement of the Lagos State Public Procurement Agency Law 2011(as amended in 2021), has received funds for Y2019 & Y2020 UBEC/LASUBEB INTERVENTION PROJECTS and intends to apply part of it for procurement of Works and Goods.

(3) Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the Lagos State Public Procurement Guidelines for Procurement of Works and Goods.
(4) Interested eligible bidders may download a complete set of Bidding Documents in English Language FREE ONLINE, however, bidders who are willing to submit bids shall be required to pay a non-refundable fee N20,000.00 (Twenty Thousand Naira) only for the Bidding Document. Scanned Copy of the electronic receipt (not BANK TELLER) shall be uploaded and submitted with other documents making up the bid.
Payment should be made to Wema Bank, Maryland Branch, Branch Code 069, Revenue Code 4020023, Agency Code: 4620000. Bidders may bid for one or more lots as bids will be evaluated on lot by lot basis.
Interested eligible bidders are to generate a bill for payment at the Account Department of the Lagos State Universal Basic Education Board Maryland (LASUBEB).
(5) Qualification Requirements:
(i) Evidence of Registration with Corporate Affairs Commission including CAC certificate and Articles of Association.
(ii) Evidence of current and valid Registration with Lagos State Public Procurement Agency in appropriate class.
(iii) Current Tax Clearance Certificate of the Company and two Directors for the last three years (2018, 2019 & 2020)
(iv) Company profile and organizational structure with the CV of key personnel/support with professional certificates.
(v) Certificate of compliance with the provision of Pension Reform Act 2004 issued by the National Pension Commission (PENCOM) for 2018, 2019 & 2020.
(vi) Availability (own/lease/hire) of the essential equipment as listed in the Bidding Data Sheet.

(6) SUBMISSION OF BID DOCUMENTS
(a) BID(S) SHALL BE SUBMITTED ONLINE ALONG WITH SCANNED COPY (IES) OF ELECTRONIC RECEIPT(S) for the payment of the bidding document which shall be uploaded along with other documents making up the Bid(s).
(b) Any Bid submitted without the scanned copy of electronic receipt for payment for the Bidding Document shall be rejected and not be given any consideration.
(c) Bid(s) must be accompanied by a Bid Securing Declaration in the format indicated in the Bidding Document.
(d) All Bids must be accompanied by Bid Security of 2% of Bid Price.
