Ministry Of Finance, Budget And National Planning- General Procurement Notice For FY2021 Capital And Recurrent Projects

FEDERAL GOVERNMENT OF NIGERIA MINISTRY OF FINANCE, BUDGET AND NATIONAL PLANNING GENERAL PROCUREMENT NOTICE FOR FY2021 CAPITAL AND RECURRENT PROJECTS

1.0 INTRODUCTION The Federal Ministry of Finance, Budget and National Planning appropriated Funds in the 2021 Capital and Recurrent Budget for the execution of its projects.

2.0 Accordingly, in compliance with the Public Procurement Act, 2007, the Ministry hereby notifies all interested and qualified Contractors and Consultants with relevant experience for consideration for the execution of the following under-listed projects.

3.0 PROJECTS The procurement activities generally fall into the categories listed in the following tables:

TRAINING (ERPM) 3 PURCHASE OF 400 NUMBER UPS/ AND DESKTOPS/LAPTOPS 4 PURCHASE OF LIBRARY BOOK/LAWPAVILION 5 PURCHASE OF COMPUTER PRINTERS 6 PRODUCTION AND PUBLICATION OF THE MINISTRY'S ANNUAL REPORT, AND PRINTING OF DOCUMENTS 7 MATERIALS & SUPPLIES, PROCUREMENT OF ESSENTIAL OFFICE EQUIPMENT 8 OFFICE STATIONERIES/COMPUTER CONSUMABLES WORKS 1 i. REHABILITATION OF FIRE HYDRANT AND SYSTEMS IN PHASE 1 & 2 ii. REHABILITATION OF CCTV NETWORK AND SYNCHRONIZATION OF PHASE 1 & 2 2 i. REHABILITATION OF NEWwo.77 mm LONG SPAN ALUMINUM ROOF AND REPLACEMENT OF EXPIRED FELT NETWORK IN PHASE I ii. PAINTING OF THE INTERNAL AND EXTERNAL, WALLS OF PHASE II 3 PERIMETER FENCING AND OFFICE IMPROVEMENT 4 MAINTENANCE OF MOTOR VEHICLE/PLANTS/GENERATORS 5 MAINTENANCE OF OFFICE FURNITURE/EQUIPMENT 6 MAINTENANCE OF OFFICE BUILDING/RESIDENTIAL QUARTERS AND OTHER MAINTENANCE SERVICES CONSULTANCY AND NON CONSULTANCY SERVICES 1 RESEARCH AND DEVELOPMENT (FINANCE & ACCOUNTS) 2 DEVELOPMENT OF ICT STRATEGIC ROADMAP (2017-2021) FOB THE MINISTRY 3 AUTOMATON OF STORE AND INVENTORY PROCESSES WITHIN THE FEDERAL MINISTRY OF FINANCE BUDGET AND NATIONAL PLANNING 4 BUDGET FORECASTING APPLYING ECONOMETRICS INPUTS USING THE EXCEL OPERATING SYSTEM (BUDGET DIVISION) 5 AUTOMATION OF IDEC IMPORT DUTY EXEMPTION CERTIFICATE 6 REFORM INNOVATION AND DEVELOPMENT IN THE FINANCIAL, SECTOR 7 MONITORING AND EVALUATION OF REFORM INITIATIVES IN THE GOVERNANCE AND INSTITUTIONAL IMPACT ASSESSMENT IN THE FINANCIAL SECTOR 8 HUMAN CAPITAL DEVELOPMENT (TRAINING)

GENERAL INFORMATION 4.0 Attention of all interested and reputable Contractors, Consultants and Service providers are drawn to the following: i. The Procurement of the projects listed above will be Subjected to Due Process Procedure which would be transparent to all interested and eligible bidders who wish to participate. ii. Bidders are advised to kindly be on the lookout to Specific Procurement Notice within the year when these projects would further be defined by Budgetary releases' and further adverts in the National Dailies, Federal Tenders Journal, the Notice Board of the Ministry as well as the Ministry's website ( www.budgetoffice.gov.ng ) as applicable.

4.1 Please note that all documents on the Mandatory Criteria as specified by the PPA,2007 such as Registration with Corporate Affairs Certificate of Commission (CAC), Tax Clearance Certificate (TCC],Evidence of Compliance with the Industrial Training Fund (ITF) Amendment Act, 2011 by inclusion of Certificate of Compliance with NSITF, Evidence of Compliance with Pension reforms Act,2004 by inclusion of PENCOM Compliance Certificate, Evidence of Registration of Firms on the National database of Contractors, Consultants and Service Provider in BPP Contractors database with the inclusion of BPP Interim Registration Reports IRR, etc., which may be referred to the Security Agencies, Corporate Affairs Commission (CAC),Federal Inland Revenue Services (FIRS), National Pension Commission(NPC) and other relevant bodies for verification.

5.0 CONCLUSION The Ministry will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with this notice and or the preparation or submission. Bidders should comply fully with the instructions listed in the General Procurement Notice. The Ministry also reserves the right to invoke the provision of section 28 of Public Procurement Act (PPA) 2007 without incurring any liabilities.
