DEADLINE: 3RD MARCH, 2022 ABT ASSOCIATES REQUEST FOR PROPOSAL FOR LARVAL SOURCE MANAGEMENT (LSM) FEASIBILITY STUDY IN KEBBI STATE, NIGERIA.

Abt Associates implements the PMI Vector Link Project, which is funded by the United States Agency for International Development (USAID) under the US President’s Malaria Initiative (PMI). The PMI Vector Link Project with main office located in Abuja is implemented in collaboration with the National Malaria Elimination Program of the Federal Ministry of Health and focuses on reduction of the malaria burden in Nigeria by carrying out entomological surveillance and insecticide resistance monitoring to guide malaria vector control decisions in Nigeria.

In furtherance of the project’s objectives, PMI Vector Link is expanding program intervention activities by conducting Larval Source Management (LSM) feasibility’ study in Kebbi State, Nigeria.

TERMS OF REFERENCE

Background: Malaria has remained a major public health problem in sub-Saharan Africa and Nigeria where it accounts for 27% of malaria incidence globally. According to foe Nigeria Demographic and Health Survey, malaria rates in Kebbi are the highest in the country, especially in children, with data showing that 52% of children under 5 were infected in 2018. To this effect, PMI will be distributing procured Interceptor G2 nets across all LGAs in the state. In addition, given the sustained high malaria burden in Kebbi State, PMI is considering alternative approaches to vector control in the state, including larval source management (LSM).

Rationale: There is dearth of information and documentation on larval source reduction efforts in Nigeria and in Kebbi State, hence the need to develop a comprehensive framework on larval source management in line with WHO guidelines. In conducting this feasibility survey, the Consultant will work with VectorLink to generate and analyse data that will guide decisions on the prospect of pursuing LSM activities in selected LGAs in Kebbi state.

Purpose: According to the PMI FY22 Technical Guidance, LSM is recommended as a supplemental intervention to either ITNs or IRS in settings where larval habitats are few, fixed, and findable, VectorLink Nigeria will conduct the feasibility survey in three LGAs in Kebbi which are also part of the VectorLink program monitoring activity of IG2 net distribution. Should site(s) be identified as appropriate for LSM, future funding and activities may be planned.

Key Tasks

Explore and document any previous efforts at larval source reduction in Nigeria and in Kebbi State to gain an understanding of the context, existing guidance or regulations, and stakeholder perceptions. This will include reviewing key documents (gray and published) as well as interviews with key stakeholders. Review historical data from key sources (i.e., the Nigerian Meteorological Agency) on the amount of rainfall and duration of the rainy and dry seasons and how tins directly influences Anopbeler abundance in Kebbi. The historical data will be used to predict mosquito abundance and distribution in the dry and rainy season. Data required for mapping will be acquired from satellite images and field data. The satellite images will be collected using a combination of Sentinel 2 (10m resolution capability) and a digital elevation model (5m resolution capability). Identify all aquatic agriculture/rice paddies and aquatic bodies supporting Anopbeles larval breeding in 3 LGAs and document key characteristics (size, type, proximity to human settlements, etc.). Geocoordinates of irrigation farms, wetlands, water bodies, and all potential mosquito breeding sites will be compiled and analysed together with topographical, volumetric, entomological, and rainfall data to generate maps. Assess data collected and maps generated against PMI criteria for larval source management activities (“few, fixed, and findable” ). Data visualizations will be generated from the maps and recommendations based on the analysis conducted will be presented in a final report and submitted to stakeholders for review and feedback.

Methodology

Reviewing key documents (gray and published as well as interviews with key stakeholders. Collect relevant data from the agencies concerned to collect information on the rainfall pattern. The consultant will attend a national stakeholder’s meeting in Abuja to discuss on frameworks, policies and guidelines that need to be considered in the planning and implementation of the feasibility survey. Participate in National and state level Stakeholder meeting which includes State/LGA level representatives from the SMEP/SMOH and other relevant Local Government Administrative and Health Authorities to discuss more granular and operational considerations of LSM feasibility survey Collaborate with VectorLink Nigeria to facilitate a four-day training for data collectors on the use of tools to capture both geograplic and entomological data required to map the different Anopbeles breeding sites in rice fields and different aquatic breeding sites in the selected LGAs. The training will include practical training on how to capture geospatial data. Work with the field team to geo reference the larval breeding sites and identify all aquatic agriculture/rice paddies and aquatic bodies supporting Anopbeles larval breeding sites in the selected LGAs and document key characteristics e.g. size, type, proximity to human settlements, etc. The three LGAs namely Argungu (1,041,96 sq km), Bunza (1,034.36 sq km), and Kalgo (590.58 pq km) will be mapped by the Consultant to acquire satellite images, date visualization, and analysis over six weeks, while the field data will be acquired by 30 data collectors over a period of 20 contiguous days in each of the three LGAs. Data required for mapping will be acquired from satellite images and field data. The satellite Images will be collected using a combination of Sentinel 2 (10m resolution capability) and a digital elevation model (5m resolution capability). Geo-coordinates of irrigation farms, wetlands, water bodies, and potential breeding sites will be compiled and analyzed together with topographical, Volumetric, entomological, and rainfall data to generate maps. The Consultant will carry out Data Analysis, Modelling and Presentation of the data collected in a final report format.
