Ahmadu Bello University Teaching Hospital (ABUTH)- Invitation For Technical Bids Qualification To Tender For Capital Projects Under 2022 Appropriation At ABUTH Permanent Site Shika Zaria (3 Lots)

DEADLINE: 30TH MAY, 2022 AHMADU BELLO UNIVERSITY TEACHING HOSPITAL (ABUTH) P.M.B. 06 ZARIA INVITATION FOR TECHNICAL BIDS QUALIFICATION TO TENDER FOR CAPITAL PROJECTS UNDER 2022 APPROPRIATION AT ABUTH PERMANENT SITE SHIKA ZARIA

1. INTRODUCTION The Ahmadu Bello University Teaching Hospital invites interested and reputable companies/contractors with requisite experience and competence to submit Technical Bid Qualification documents in respect of the 2022 capital projects execution in the Hospital.

2. SCOPE OF WORKS LOT 1: Rehabilitation of Road in ABUTH Tudun Wada and Permanent Site Shika Zaria LOT 2: Construction and Furnishing of Classrooms and Offices for School of Biomedical Engineering Technology LOT 3: Renovation and Rehabilitation of Gynaecology and Obstetrics Wards in ABUTH Zaria.

3. ELIGIBILITY REQUIREMENTS Interested companies are required to submit the following documents: i. Evidence of Certificate of incorporation issues by the Corporate Affairs Commission(CAC) including form CAC1.1 or CAC2 and CACT. With evidence of company annual returns to CAC for the past three years (2019, 2020 Samp: 2021) ii. Evidence of Company's Income Tax Clearance Certificate for the last 3years valid till 31 st December, 2022 (2019, 2020 &: 2021), with minimum average annual turnover of N50 million iii. Evidence of Pension clearance certificate valid till 31 st December, 2022. (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50 million and above) iv. Evidence of Industrial Training Fund (ITF) compliance Certificate valid till 31 st December, 2022. (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50 million and above), v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31 st December, 2022 vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 st December, 2022 or Valid Certificate issued by BPP vii. Sworn Affidavit: a) That no partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter b) Disclosing whether or not any officer of the relevant committee of the Ahmadu Bello University Teaching Hospital or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information and documents submitted are true and correct in all particulars. c) That the company does not at the time of this bid have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months vii. Company's Audited Account for the last 3 years (2019, 2020 & 2021) duly acknowledged by the Federal Inland Revenue Services (FIRS): ix. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs x. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed; xi. Company's profile with the Curriculum Vitae of at least three (3) key professionals including photocopies of relevant Academic and Professional qualifications such as ARCON, COREN, QSRBN etc. with attestation of availability and contact phone numbers, xii. All documents for submission must be transmitted with a covering Horwarding letter under the Company/Firm's Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number, and email address. The latter headed paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Company/Firm

4. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS Prospective bidders are to submit Technical Bid documents for the Projects; two (2) hard copy packaged in sealed envelopes and clearly marked as "Technical Bid". Please indicate the Lot Number and project title at the nght hand corner of the envelope and indicating bidders name and address on the reverse side and addressed to:

The pre-qualification documents should be dropped in the designated Tenders Box situated at the office of the Chief Medical Director, ABUTH Zaria, not later than 12:00 noon of Monday 30th May, 2022 .

5. OPENING OF PRE-QUALIFICATION DOCUMENTS Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon of Monday 30 th May, 2022 at the Board room of Ahmadu Bello University Teaching Hospital, Shika Zaria in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission Register in the office of the Deputy Director of Administration (Planning & Development) ABUTH Shika Zaria as the Ahmadu Bello University Teaching Hospital will not be held liable for misplaced or wrongly submitted bids. 6. GENERAL INFORMATION: i. Bids must be in English Language and duly signed by an official authorised by the bidder. ii. Bids submitted after the deadline for submission would be returned unopened iii. Bidders should not bid for more than two (2) lots iv. All costs will be borne by the bidders v. Only Technically pre-qualified bidders will be contacted at a later date for collection of tender documents. vi. ABUTH Zaria reserves the right to verify the authenticity of any claim made on documents submitted and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary vii. Failure to comply with any of the above stated instructions or to provide any of the listed documents shall automatically result in disqualification viii. Attendees at the bids opening shall be required to wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online ix. Ahmadu Bello University Teaching Hospital is not bound to pre-qualify any bidder, and reserve the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the PPA 2007.
