Federal College Of Education, Katsina- Invitation For Expression Of Interest For The Years 2019/2020 (Merged) TETFUND ICT Support Intervention

DEADLINE: 18TH JULY, 2022 FEDERAL COLLEGE OF EDUCATION, KATSINA P.M.B 2041, KATSINA STATE INVITATION FOR EXPRESSION OF INTEREST FOR THE YEARS 2019/2020 (MERGED) TETFUND ICT SUPPORT INTERVENTION

(1) INTRODUCTION The Federal College of Education, Katsina, in compliance with requirements of the Public Procurement Act, 2007, intends to execute E-learning Application and E- learning Support Training under the Years 2019/2020 TETFund ICT Support Intervention.

Interested, experienced and competent Contractors, Consultants and Service Providers with proven track records of accomplishment are therefore invited to submit bids for the execution of the Project.

(2) SCOPE OF SERVICES

The projects are as follows

LOT DESCRIPTION Lot 1 Provide e-Learning Platform Implementation according to TETFUND specifications.

Provide e-Learning Platform Training·

Provide Performance Evaluation and Security Assessment (PSE)

(3) ELIGIBILITY REQUIREMENTS (a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7. Business Name is also acceptable;

(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2019, 2020 & 2021) valid till 31st December, 2022;

(c) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(e) Evidence of current Nigeria Social Insurance Training Fund (NSITF) Compliance Certificate valid till 31/12/2022;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid certificate issued by BPP.

(g) Evidence of National Information Technology Development Agency (NITDA) as Service provider

(h) Evidence of e-learning Software Certificate by National Information Technology Development Agency (NITDA);

(i) Evidence of Computer Professionals [Registration Council] of Nigeria (CPN) as valid corporate member

(j) Evidence of Accreditation issued by Centre for Management Development (CMD);

(k) A Sworn affidavit that none of the officers of the relevant committees of Federal College of Education, Katsina or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;

(l) Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);

(m) Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.

(n) Company’s Profile with curriculum of key staff to be deployed for the project including copies of their Academic/Professional qualifications;

(o) Verifiable documentary evidence of at least three (3) similar jobs executed.

(p) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate IRR & Sworn Affidavit are compulsory for each JV partner);

(q) All documents for submission must be transmitted with a Covering/Forwarding’ Letter under the Company/Firm’s Letter headed paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC). Contact address. The Company’s Letter headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

(4) SUBMISSION OF EOI DOCUMENTS Interested firms are to submit two (2) bound Expression of Interest (EOI) separated by dividers and arrange as indicated in sealed envelopes and clearly marked as “Expression of Interest”, and addressed to the Provost, Federal College of Education, Katsina.

Furthermore, the reverse of the sealed envelope should bear the Name and Address of the bidder and drop in the designated Tender Box, at the Provost’s office FCE, Katsina, not later than 12:00 noon, Monday, 18 July, 2022.

(5) OPENING OF EOI The EOI will be opened immediately after the deadline for submission at 12:00 noon, Monday, 18 July, 2022; at College Board Room, FCE, Katsina in the presence of bidders or their representatives and all the stakeholders. Please ensure that you sign the bid submission register in the office of the Provost, FCE Katsina, as the College will not be liable for misplaced or wrongly submitted bids. (6) GENERAL INFORMATION (a) EOI must be in English Language and signed by an official authorised by the bidder;

(b) EOI submitted after deadline for submission would be returned un-opened;

(c) All costs will be borne by the bidders;

(d) Attendees at the bid openings shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening in the presence of observers will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online;

(e) Only shortlisted bidders at EOI evaluation will be invited at a later date for collection of Request for Proposal;

(f) Federal College of Education, Katsina is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, (PPA) 2007.
