(1.0) INTRODUCTION The Federal Cooperative College Ibadan was Appropriated Funds in 2022 Appropriation Act for the execution of its projects with the public Procurement Act 2007, Federal Cooperative College Ibadan hereby invites all interested and eligible Suppliers/Contractors with relevant experience to tender for the following capital projects

Projects listed above will be Subject to Due Process mechanism which would be transparent to all interested and eligible bidders who wish to participate.

(3.0) ELIGIBILITY REQUIREMENTS (a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name is also acceptable for Services;

(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2022;

(c) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2022;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2022 or valid Certificate issued by BPP.;

(g) Sworn Affidavit:

disclosing whether or not any officer of the relevant committees of the Federal Corporative College Ibadan or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that ail information presented in its bid are true and correct in all particulars; that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings; That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;

(h) Company’s Audited Accounts for the last three (3) years -2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);

(i) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN Civil Engineer, ARCON, QSRBN, CORBON, Mechanical Engineer and Electrical Engineer etc.;

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(l) Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;

(m) Vehicles: Only companies included in the National Automotive Design and Development Council’s approves list of local manufacturers of vehicles or their authorized representative should bid for the vehicles;

(n) For Training Services: Evidence of Current registration with Centre for Management Development (CMD) is also required valid for 2022;

(o) For ICT Training: Evidence of current registration with NITDA and Computer Professional bodies is required valid for 2022;

(p) Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);

(q) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);

(r) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No ), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4.0) COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS) Interested Companies are to collect the Standard bidding document from the office of Head of Procurement Unit Federal Cooperative College Ibadan between the working hours of 8:30am and 4:00p.m. daily on payment of a Non-refundable Tender fee of N10,000.00 per Lot into FEDERAL COOPERATIVE COLLEGE IBADAN’s TSA in any reputable Commercial Bank in Nigeria. The photocopy; of Teller for this payment should be attached to the Tender Documents. Firms interested in Services will not pay at this stage until after shortlisting.

(5.0) SUBMISSION OF DOCUMENTS (i) Goods and Works: Prospective Bidders are to submit Bid for each of Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in Ms Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed enveloped together in a bigger sealed envelope addressed to:

and clearly marked with (the name of the project and the lot number e.g. Lot G1 Supply and Installation of Furniture and Sport Equipment to Youth Development and Sport Health Centre) Bearing a statement “Do not Open before 12:00 noon on, 20 July, 2022.

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the office of The Provost, Federal Cooperative College Ibadan not later than 12:00 noon Wednesday, 20 July 2022 . Please, ensure that you sign the bid Submission Register in the office.

(ii) Services Interested Firms in Services are to submit the Expression of Interest (EOI) for each of the Lot desired in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon on Monday, 27 June, 2022.

(4.0) OPENING OF EOI AND TECHNICAL BIDS The EOIs and the technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Monday, 27 June, 2022 and 12:00 noon Wednesday, 20 July, 2022, respectively, at the Federal Cooperative College Ibadan, while the Technical Bids will be kept unopened. Please, ensure that you sign the bid Submission Register in the (office of The Provost, Federal Cooperative College Ibadan) if all Envelopes are not sealed and marked as required; the College will not be held liable for misplaced or wrongly submitted bids.

(5.0) GENERAL INFORMATION (i) College reserves the right to verify claims made by any bidder;

(ii) Submitting false documents is an offense which will lead to disqualification;

(iii) Bid must be in English Language and signed by an Official Authorised by the Bidder;

(iv) Bidders are advised to visit the site before pricing their financial tender;

(v) Bids submitted after the deadline for submission would be returned unopened;

(vi) Bidder should not bid for more than one (1) in each category and not more than two (2) Lots in total; violation is automatic disqualification.

(vii) Attendees at the bids opening shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening in the presence of observers will be covered by video recording and invitation link will be sent to bidder who chooses to join the bid opening online;

(viii) Bid documents can also be collected in soft copies and bidders can submit through Post (courier services);

(ix) Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(x) EOI: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;

(xi) The arrangement of the EOI/Prequalification documents in hard copies should follow the order in the list above and appropriately paged. The EOI/prequalification document should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result in disqualification of the bidder.

(xii) All costs will be borne by the bidders

(xiii) Federal Corporative College Ibadan is neither committed nor obliged to short-list any contractor or to award the contract to any supplier agent.

(xiv)The Federal Cooperative College Ibadan reserves the right to reject any/or all bidding Packages

(xv) The Federal Corporative College Ibadan will only recognise and correspond with only authorised officers of the tendering Companies and NOT through individuals or agents acting on their behalf.

(xvi) This advertisement for invitation shall nether be constructed as a commitment on the part of Federal Corporative College Ibadan nor shall it entitle any Contractor to make any claim whatsoever and/or seek any indemnity from the College.

(xvii) Federal Corporative College Ibadan is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
