INVITATION FOR PRE-QUALIFICATION AND EXPRESSION OF INTEREST FOR PROJECTS EXECUTION
(1) INTRODUCTION
The Federal Institute of Industrial Research Oshodi, (FIIRO) is a Parastatal under Federal Ministry of Science, Technology and Innovation saddle with the responsibility to accelerating the industrialization of the Nigeria economy through the utilization of the Country’s Raw Materials and upgrading indigenous production technologies. FIIRO is desirous of carrying out its Capital and Zonal Intervention projects under the 2022 budget. In compliance with the Public Procurement Act, 2007, the Institute wishes to invite interested, qualified, reputable and eligible Contractors, Vendors, Suppliers, Service Providers and Consultants, with relevant experience to bid for the procurement and execution of the under listed projects under Categories A, B and C

(3) ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents:
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including form CAC1.1 or CAC2 andCAC7. Business Name is also acceptable for Services;
(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three years valid till 31st December, 2022;
(a) Evidence of current Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above)
(b) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above or the bidder’s annual turnover is N50m and above)
(c) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2022.
(d) Evidence of registration with National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid certificate is sued by BPP.
(e) Sworn Affidavit:
-disclosing whether or not any officer of the relevant committees of the Federal Institute of Industrial Research Oshodi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
-that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
-that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
(f) Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(g) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for execution of the project when needed;
(h) Company’s profile with curriculum vitae of key staff to be deployed for the project including copies of Academic/Professional Qualifications such as COREN, QSRBN, ARCON, CORBON ACI N NEMSA etc.;
(i) Evidence of Firm’s registration with relevant regulatory professional body(ies) such as CMD/Training, NAICOM/Insurance, HORECON/clearing Services, NITDA/CPC/Information Technology, ICAN/ANAN/ Finance Reporting Services, COREN/QSRBN/ARCON/CORBON/SURCON/ etc. for construction, NSCDC/Security, ESVARBON/Estate Surveying, NEMSA/Electrical etc.
(j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
(k) Works: List of Plants/ Equipment with proof of Ownership/Lease.
(l) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(m) All document for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
(4) REQUIREMENTS FOR QUALIFICATION OF CONSULTANTS
Experienced and competent Consultants to render services on the various procurement processes for construction, special projects and supplies in various projects. In view of this, interested and qualified consultancy firms and consultants are invited to submit their expression of interest, which shall be rendered in English Language.
(5) SUBMISSION OF EXPRESSION OF INTEREST EOI (CATEGORY C)
Interested Consulting firms are to submit two (2) bound copies of Expression of Interest (EOI) documents. The document should be submitted in a sealed envelope and addressed to;

(6) OPENING OF EXPRESSION OF INTEREST (EOI)
The EOI will be opened immediately after the deadlines for submissions at 12:00 noon on 19 September, 2022 at the Conference Hall, Abuja in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission Register in the Conference Hall as FIIRO will not be held liable for misplaced or wrongly submitted bids.
(7) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit Technical bid for each Lot desired, two (2) hard copies in sealed envelopes and clearly marked as “Technical Bid” for the particular Lot addressed to The Director General/CEO, Federal Institute of Industrial Research, 16, Kigoma Street, Wuse Zone 7, Abuja. The Lot number and title of the project should be written at the top-left corner of the envelope and should bear the name, phone number and address of the tenderer on the reverse side of the envelope. The completed and sealed tender document should be deposited in the box at the Conference Hall FIIRO Abuja not later than 12:00 noon on 19 September, 2022.
(8) OPENING OF TECHNICAL BIDS
Technical Bids will be opened immediately after the deadlines for submissions at 12:00noon on 19 September, 2022 at the Conference Hall FIIRO Abuja in the presence of bidders or their representatives. (9) DISCLAIMER
(i) FIIRO is under no obligation whatsoever to select contractor from submissions received if none meets the requirements for the projects;
(ii) Any submission of bidding document other than one given shall be disqualified;
(iii) Late submission shall be returned un-opened;
(iv) This advertisement shall not be construed as a commitment on the part of FIIRO nor shall it entitle responding companies to seek any indemnity from FIIRO by virtue of such companies having responded to the advertisement;
(v) Services: Only shortlisted firm will be invited at a later date for collection of tenders;
(vi) Failure to comply with the above stated instructions will automatically disqualify the tenderer.
(vii) Attendees at the bid openings shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidders who choose to join the bid opening online;
(viii) Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for collection of tender documents;
(ix) Services: Only shortlisted Firms will be invited at a later date for collection of Request for Proposals;
(x) The (state the name of the procuring entity) is not bound to pre-quality any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
