FEDERAL POLYTECHNIC EKOWE, BAYELSA STATE P.M.B. 110 YENEGOA, BAYELSA STATE GENERAL PROCUREMENT NOTICE (GPN) FOR THE YEAR 2019/2020 (MERGED) TETFUND ICT SUPPORT INTERVENTION AND THE YEAR 2021 TETFUND LIBRARY DEVELOPMENT INTERVENTION PROJECTS

(1.0) INTRODUCTION The Federal Polytechnic Ekowe, hereby issues the General Procurement Notice to inform eligible Contractors, Suppliers, Vendors and the general public that the Polytechnic is to undertake the procurement of the above subjects as described in the Lots below:

(2.0) 2022 CAPITAL APPROPRIATION PROJECT

(2.1) SCOPE OF WORKS

LOT NO DESCRIPTION 1 Procurement of Sea boats. 2 Procurement of Sound Proof Generator for the Liaison Office in Yenagoa 3 Procurement of Sound Proof Generator for the Water Treatment Plant in Ekowe 4 Procurement of Sound Proof Generator Set for the Student Hostel in Ekowe 5 Procurement of Sound Proof Generator for the Staff Residential Quarters in Ekowe 6 Construction/Provision of water facilities in Ekowe

(3.0) 2019/2020 (MERGED) TETFUND ICT SUPPORT INTERVENTION PROJECT

(3.1) SCOPE OF SERVICE:

LOT NO DESCRIPTION 7 E-Learning Application & E-Learning Support Training.

(4.0) 2021 TETFUND LIBRARY DEVELOPMENT INTERVENTION PROJECT.

(4.1) SCOPE OF WORK:

LOT NO DESCRIPTION 8 Procurement of Assorted Textbooks/Equipment for the School of Applied and Management Sciences.

(4.0) Interested and eligible Contractors, Suppliers and Vendors are advised to look out for the Specific Procurement Notice (SPN) for the various Goods, Works and Services mentioned above in the Federal Tenders Journal, National Dailies and Notice Boards.

(5.0) The Advertisement is NOT an invitation to tender

(6.0) ELIGIBILITY REQUIREMENTS Note that the bid document would be evaluated on responsiveness criteria including but not limited to:

(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;

(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022;

(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2022;

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022;

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP.;

(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Polytechnic of Oil and Gas Ekowe or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in ail particulars;

(h) Company’s Audited Accounts for the last three (3) years-2019, 2020, 2021;

(i) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.)’;

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(l) List of Plants/Equipment with proof of Ownership/Lease (where applicable);

(m) Evidence of NITDA Endorsement to provide e-Learning Management System (for lot 7 Vendors);

(n) Evidence of Registration to carry out an independence Performance Security & Evaluation (PSE) exercise from the NITDA endorsed evaluation provider, (for lot 7 Vendors).

(7.0) Document submitted shall be subject to due diligence without recourse to bidder.

(8.0) The Federal Polytechnic Ekowe, reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 on matters regarding these procurements without incurring any liability to the bidders.
