INVITATION TO TENDER FOR THE YEARS 2019/2020 (MERGED) TETFUND INTERVENTION FOR ICT SUPPORT
(A) INTRODUCTION
The Federal University Lokoja is one of the 12 Federal Universities established under the administration of the Former President Goodluck Jonathan located in Lokoja, Kogi State in her quest to Improve her quality of teaching and learning by leveraging on ICT and emerging technologies, the University is desirous of utilizing her Year 2010/2020 TETFund Intervention for ICT support to execute project in E-Learning Application and E-Learning Support Training.
(B) Scope of Service
(i) E-Learning Application & E-Learning Support Training:
User Requirement Gathering & Adaptation, Analysis, Design. Coding, User Acceptance Testing (UAT), Deployment and Hosting/Automatic Backup
(ii) Staff Training
(iii) Independent Performance Security & Evaluation
(C) ELIGIBILITY REQUIREMENTS
Interested Contractors/Consultants shall submit the following minimum verifiable technical requirement to be eligible for contract consideration. Firms interested in bidding for the contact must possess the following eligibility requirement:
(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC), including Form CAC 1, CAC 2 and CAC 7;
(b) Evidence of Company Income Tax Clearance Certificate for the last three (3) years ( 2019, 2020 and 2021) valid till December 31st, 2022;
(c) Evidence of current Pension Clearance Certificate issued by the National Pension Commission (PENCOM) valid till December 31st, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (I.T.F) Certificate of Compliance valid till December 31st. 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidders turnover is 50m and above);
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate Valid till December, 31st December 2022;
(f) Evidence of Registration on National Database of Contractors, Consultants and Services providers by submission of Interim Registration Report( IRR) expiring on 31st Dec 2022, or valid Certificate issued by BPP.;
(g) Evidence of NITDA Endorsement to provide E-Learning Management System;
(h) Evidence of Registration to carry out an Independent Performance Security & Evaluation (PSE) exercise from NITDA endorsed evaluation provider;
(i) A Sworn Affidavit certifying as follows:
- The company Is not In receivership. Insolvency or bankruptcy,
- The company does not have any director who has been convicted by any court in Nigeria arid any other country for criminal offences in relation to fraud or financial Impropriety.
- That no officer of Federal University, Lokoja or BPP is a former or present Director of Shareholder of the
- That all Information presented in the documents is true and correct in all particulars,
(j) Evidence of Company Audited accounts for the last three (3) years (2019, 2020, end 2021) duly signed and stamped by a professional accounting/ audit firm and signed by the client;
(k) Satisfactory bank reference from a reputable bank stating the Company’s credit worthiness and ability to be granted financial support for the project execution if need be;
(l) Verifiable documentary evidence of at least 3 similar jobs executed in the last 5 years (Copy of award letter evidence of delivery attached Valuation Certificates Job Completion Certificate and Photographs of the Projects;
(m) List of Plants/ with proof of Ownership/Lease Agreement;
(n) Company’s Profile with the Curriculum Vitae of key personnel to be deployed for the project stating their designation, qualification and years of experience (Copies of certificates are to be attached)
(o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are mandatory for all Joint Venture Partners) and
(p) All documents for submission must be transmitted with covering/forwarding letter under the Company’s /Firms letter headed paper bearing amongst others the Registration (RC, Contact Address, Telephone Number and e-mail address, The letter headed paper must bear the names and nationalities of the Directors of the company duly signed by the authorized officer of the Company/Firm.
(D) COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect Standard Bidding Documents (SBD) from the Office of the Head of Procurement Unit, located in Central Store Unit, Felele Campus, Federal University, Lokoja from Thursday, 19 May, 2022 between 10a.m- 3p.m upon presentation of evidence of payment of a non-refundable fee of N10, 000.00 (Ten Thousand Naira) per lot made through Remits Platform in favour of Federal University, Lokoja at any Commercial Bank in Nigeria.
(E) SUBMISSION OF TENDER DOCUMENTS
Bidders are to submit two (2) hard copies one copy of technical and one copy of financial bid with soft copy of financial bids only in MS EXCEL format packaged separately in sealed envelopes and, clearly marked “Technical Bid” or “Financial Bid’ Thereafter, put the two sealed envelopes together in a bigger envelope duly sealed and addressed to:

Furthermore the bids should be clearly marked with the name of the project on the reverse of each sealed envelope and should be submitted in the Tender Box located in the Office of the Head of Procurement Unit, located in Central Store Unit Felele Campus, Federal University, Lokoja not later than 12 Noon Thursday 30 June, 2022.
Bidders are to ensure that they sign the Bid submission Register at the point of submissions as the university will not be held liable for misplaced bids. Any bid received after the stated date and, time shall be returned un-opened.
(F) OPENING TECHNICAL BIDS
The Technical Bids will be opened immediately after the deadline for submission at 12:00 noon Thursday 30 June, 2022 in the Council Chambers, Federal University, Lokoja, Felele Campus, while the financial bids will be kept unopened. However, attendees’ are expected to strictly comply with covid-19 protocol.
(G) GENERAL INFORMATION
(a) Bide must be In English Language and signed by an Authorized Official of the bidder;
(b) Bids submitted after the deadline foil submission will be returned unopened;
(c) Prospective bidder for each lot should note that enclosing of Technical and Financial bids in one and same envelop will result in exposure of Financial Bids envelope at the time of the Technical bid opening will result in automatic disqualification;
(d) Submissions that do not meet up with all requirements specified above shall be rejected;
(e) Evaluation of Bids shall be based strictly on the requirements stated above;
(f) This Advertisement should not be construed as a commitment or obligation on the part of Federal University, Lokoja to award the contract for the project;
(g) Only prequalified bidders at Technical Evaluation will be invited at a later date for financial bid opening while the financial bids of unsuccessful bidders will be returned unopened;
(h) The Federal University, Lokoja is not obliged to award the contract to the lowest cost bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007;
(i) Due diligence exercise shall be conducted to verify all claims made by bidders;
(j) The University shall not be responsible for any cost incurred by the bidders in connection with the response to this advert.
