(A) INTRODUCTION In compliance with the Public Procurement Act 2007. The Federal University of Technology, Owerri (FUTO) Intends to undertake the disposal of unserviceable Items In Its environs at FUTO. Consequently, the University wishes to Invite competent and reputable Government registered Auctioneers to submit Expression of Interest for Engagement of Auctioneers for the under listed Items;

(C) ELIGIBILITY REQUIREMENTS (i) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name is also acceptable;

(ii) Evidence of Company Income’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2022;

(iii) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(iv) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(v) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2022;

(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2022 or valid Certificate issued by BPP.

(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal University of Technology, Owerri or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

(viii) Company’s Audited Accounts for the last three (3) years -2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);

(ix) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(x) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ESVARBON etc.;

(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(xii) Evidence of Firm’s current registration with the relevant regulatory professional body(ies) such as COREN, QSRBN, ESVARBON etc.;

(xiii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);

(xiv) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(D) SUBMISSION OF EOI DOCUMENTS

The EOI documents are to be submitted in four (4) copies, (1 original and 3 copies) in A4 paper sizes and neatly bound. The document should be arranged in the order listed above and clearly separated by dividers. All documents must be addressed and submitted to the Procurement Unit,Federal University of Technology, Owerri (FUTO), Imo State, Second Floor, Senate Building. Contacts phone No: 07035324825 The reverse of the envelope should bear the Name of Firm. The documents shall be submitted not later than 12:00 noon on Tuesday, 24 May, 2022.

(E) OPENING OF EOI The EOI will be opened immediately after the deadline for submission at 12:00noon on Tuesday, 24 May, 2022 in the University Council Chambers in the presence of the Consultants or their representatives. Interested members of the Public and Private Sectors, Non-Governmental Organization and Journalists are invited to witness the opening.

(F) IMPORTANT INFORMATION (i) FUTO reserves the right to verify the authenticity of any claim(s) made on the tender documents submitted by companies.

(ii) Failure to comply with the instruction(s) and provide any required document(s) shall automatically result in disqualification.

(iii) Original of all documents submitted above may be requested for sighting at the opening and any other time requested.

(iv) All submissions must be in English Language.

(v) This advert shall not be constructed to be a commitment on the part of FUTO, nor shall it entail the applicant make any claim(s) whatsoever and or seek any indemnity from FUTO, by virtue of such applicant having responded to this publication;

(vi) Attendees at the bids opening shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online;

(vii) Only shortlisted Consultants will be invited at a later date for collection of Request for Proposals;

(viii) The Federal University of Technology, Owerri is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
