REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES
(1.0) INTRODUCTION
In line with the guideline and provision of the Public Procurement Act, 2007, the National Hospital, Abuja intends to Construct House Officers Quarters, which is one of the approved 2022 Capital Projects and hereby invites competent, experienced and reputable Companies/Consultants to submit Expression of Interest for the provision of Consultancy Services for the project.
(2.0) PROPOSED PROJECT
Lot Y1A: Consultancy Services for the Construction of House Officers Quarters
(3.0) ELIGIBILITY REQUIREMENTS
Interested Companies are required to submit the following documents in their technical profiles:
(i) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
(ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022; with a minimum turnover of (50) million;
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2022;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP.;
(vii) Sworn Affidavit:
- disclosing whether or not any officer of the relevant committees of the National Hospital, Abuja or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- the Company is not in receivership, insolvent or bankrupt; none of the Directors of the company has been convicted in any Court for any criminal offence including fraud and financial impropriety;
(viii) Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(ix) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company’s Profile and List of Key Personnel with Curriculum Vitae to be deployed for the project including copies of Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
(xi) Verifiable documentary evidence of at least three similar jobs executed in the last five (5) years in the sum of N50 Million and above including Letters of Awards, Valuation Certificates, Job Completion Certificate and Photographs of the projects;
(xii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(xiii) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
(4.0) SUBMISSION OF EXPRESSION OF INTEREST
The EOI are to be submitted in two (2) Hardcopies, must be neatly bound and sealed in envelopes clearly marked, at the top right corner of the envelope with the title of the project, e.g. “Expression of Interest for Lot Y1A: Consultancy Service for Construction of House Officers Quarters and addressed to:

and drop in the Tender Box in front of the Chief Medical Director’s Office not later than12:00 noon on Monday, 11 July, 2022.
(5.0) OPENING OF EXPRESSION OF INTEREST
The envelopes containing the EOI shall be opened immediately after the deadline for submission at 12:00 noon on Monday, 11 July, 2022, at the Conference Hall of the Trauma Centre National Hospital.
Please, ensure that you sign the EOI Submission Register with the security man by the Tender Box, as National Hospital Abuja will not be held liable for misplaced or wrongly submitted EOIs. For further enquiries, please contact the “PROCUREMENT DIVISION”.
(6.0) GENERAL INFORMATION
(i) EOIs must be in English Language and signed by an official authorised by the bidder;
(ii) EOIs submitted after the deadline for submission would be returned un-opened;
(iii) All documents submitted shall be referred to the respective issuing authority for verification and authentication;
(iv) All costs will be borne by the bidders;
(v) EOIs will be opened in the presence of Bidders and two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency. The EOIs Opening will be covered by video recording and invitation link will be sent to bidders who choose to join the EOIs opening online;
(vi) The National Hospital Abuja is not bound to shortlist any Firm and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
