INVITATION FOR PRE-QUALIFICATION/ TENDER & EXPRESSION OF INTEREST FOR 2020 DIRECT LINE CAPITAL & ZONAL INTERVENTION PROJECTS
(1) INTRODUCTION
The Nigerian Building and Road Research Institute (NBRRI) is a Parastatal under the aegis of the Federal Ministry of Science and Technology; desirous of executing some Capital Projects under the 2022 Budget Appropriation. Interested, experienced and reputable contractors/suppliers are invited to submit Technical and Financial Bids for the under listed projects:
(2) SCOPE OF WORKS/SUPPLIES
The general scope of work involves construction of classroom blocks, skills centers/Town Halls with furniture’s using NBRRI Earth Stabilized Interlocking Blocks Largely dry stack as walling materials. Construction of earth roads, with hydraulic structures, asphalt over lay, solar street lights, motorized boreholes, and supply of goods.

(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2019, 2020 and 2021) valid till 31st December, 2022;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(n) For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
(o) Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
(p) Services: Evidence of Firm’s current registration with the relevant regulatory professional body(ies) such as Centre for Management Development for Training Services;
(q) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
(r) All documents for submission must be transmitted with a covering /forwarding letter under the company/ firm’s Letter Head paper bearing among others, the registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), and email address. The Letterhead paper must bear the Names and Nationalities of the Director of the Company at the bottom of the page, dully signed by the authorized officer of the firm.
(4) COLLECTION OF TENDER DOCUMENTS– GOODS, WORKS & ZIP (CATEGORY B, C & E)
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement Unit, First Floor, NBRRI Administrative Headquarters, No. 10 NBRRI Road/I.T. Igbani Street, Off Obafemi Awolowo Way, Jabi Abuja on evidence of payment of non- refundable tender fee of N10, 000.00 per Lot, paid into the Nigerian Building and Road Research Institute’s Remita account (GIFMIS CODE 1000111668) in any reputable Commercial Bank in Nigeria.
(5) SUBMISSION OF DOCUMENTS– PRE-QUALIFICATION FOR WORKS, GOOD AND SERVICES (CATEGORY A)
Prospective bidders for Works – Category A are to submit prequalification documents for each of the Lot desired; two (2) hard copies each of the technical bids packaged in sealed envelopes and clearly marked as “Invitation to Pre-Qualification”; and addressed to The Director-General/Chief Executive Officer, Nigerian Building and Road Research Institute, NBRRI Administrative Headquarters, No. 10 NBRRI Road/I.T. Igbani Street. Off Obafemi Awolowo Way, Jabi Abuja, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Procurement Unit of the Institute not later than 12:00Noon, Monday, 9 May, 2022.
(6) SUBMISSION OF DOCUMENTS– WORKS (CATEGORY B & C)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Director-General/Chief Executive Officer, Nigerian Building and Road Research Institute, NBRRI Administrative Headquarters, No. 10 NBRRI Road/I.T. Igbani Street, Off Obafemi Awolowo Way, Jabi Abuja, and clearly marked with {the name of the project and the Lot number). (9) GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorised by the bidder;
(b) Bids submitted after the deadline for submission would be returned un-opened;
(c) Bidders should not bid for more than two (2) Lots;
(d) All costs will be borne by the bidders;
(e) Presence of bidders/representatives and members of public shall be limited during the opening ceremony in compliance with COVID-19 Guidelines. However, the openings will be covered by video recording (invitation link will be sent to bidders to join the bid opening online) with physical presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti- Corruption/Transparency;
(f) Invitation for Pre-qualification: Only pre-qualified bidders will be invited at a later date for collection of tenders;
(g) Invitation for EOI: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
(h) Invitation to Tender: Only the pre-qualified bidders at technical evaluation will be contacted at a later date for virtual financial bids opening, while financial bids of un-successful bidders will be returned un-opened;
(i) The Nigerian Building and Road Research Institute is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the 2007 Public Procurement Act
