(1) INTRODUCTION Nigerian Institute of Leather and Science Technology intends to execute some capital projects in the 2022 fiscal year. As a result of this, the Agency hereby invites submissions from experienced and competent companies with proven records to indicate interest in the under listed projects.

(2.0) SCOPE OF WORK

(2.1) WORKS

Lot W1 Provision and Installation of 2Nos 500 KVA and 3Nos 300KVA Transformers to power some Traditional Leather Processing in selected communities in Ibadan North Federal Constituency, Oyo State. Lot W2 Development of Leather Cluster at Kwoi, Kaduna State Lot W3 Development of Effluent Waste Water Treatment Plant for Maiduguri Centre. Lot W4 Development of Leather Cluster in Funakaye, Gombe State. Lot W5 Development of Effluent Waste Water Treatment Plant for Sokoto Centre. Lot W6 Development of Skill Acquisition. Centre in Uyo, Akwa Ibom State. Lot W7 Development of Entrepreneurship Centre at Afuze. Lot W8 Construction of Road/Culvert and Bridges at Ndiorji, Umuowa Road in Okigwe LGA, Imo State. Lot W9 Development of Entrepreneurship Workshops for Leather Products Production in Oha-Ozara. Lot W10 Development of Leather Cluster at Koko, Kebbi State Lot W11 Development of Effluent Waste Water Treatment Plant for Kano Centre. Lot W12 Construction of Drainage and Erosion Control along AA Kazaure Road to Zazzau in Sabon Gari Federal Constituency, Kaduna State, Lot W13 Rehabilitation of Perimeter Fence for Maiduguri Centre. Lot W14 Repairs of Existing Equipment at Sokoto Centre. Lot W15 Construction and Equipment of Sick Bays in Selected Primary Schools across Mushin 1 Federal Constituency.

Lot G4 Equipping of Footwear Workshop at Sokoto Centre. Lot G5 Procurement of Equipment for Analysis of Tannery Waste Water at Kano Lot G6 Supply and Installation of Transformer at Ihite to Ndiorji Community in Okigwe LGA, Imo State. Lot S20 Research and Development in Leather and Leather Products Manufacture in Nasarawa. Lot S21 Capacity Building for Youth in Leather, Leather Products and Fashion Design in Ikaramu, Ondo North. Lot S22 Capacity Building for Youth in Leather, Leather Products and Fashion Design in Oka, Ondo North. Lot S23 Capacity Building for Youth in Leather, Leather Products and Fashion Design in Ikare, Ondo North. Lot S24 Capacity Building for Youth in Leather, Leather Products and Fashion Design in Ifon, Ondo North. Lot S25 Establishment and Improvement of shoe making for 100 Youths in North-West, South-West and South South. Lot S26 Training of Youths on Leather Works, Footwears and Belts in Kaduna North Senatorial District, Kaduna State. Lot S27 Training and Empowerment in Bag-making in Jema’a/Sanga Federal Constituency, Kaduna State. Lot S28 Development of ICT Facility at Headquarters Lot S29 Empowerment of Youths and Women in Selected LG in Kebbi State. Lot S30 Empowerment of Youths in Sabon Gari Federal Constituency, Kaduna State. Lot S31 Empowerment of Youths and Women in Fashion Design and Leather Technology at Iwaro-Oka, in South West Zone.

(3.0) ELIGIBILITY CRITERIA The interested bidders/service providers are required to submit the following:

(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;

(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31 st December, 2022; with minimum average annual turnover as stated in the bid documents;

(c) Evidence of Pension Clearance Certificate valid till 31 st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 st December, 2022;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP.

(g) Sworn Affidavit:

disclosing whether or not any officer of the relevant committees of the Nigerian Institute of Leather and Science Technology, Zaria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings; That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;

(h) Company’s Audited Accounts for the last three (3) years -2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);

(i) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(l) Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;

(m) Letters of Authorization from Original Equipment Manufacturers (for G1 to G10)

(n) Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as Centre for Management Development (CMD), COREN, QSRBN, ARCON, CORBON etc

(o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR& Sworn Affidavit are compulsory for each JV partner)

(p) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4.0) COLLECTION OF BIDDING DOCUMENTS Respondents to Lots W1, W7, W13, W14, W15, G1 to G10 are to follow the following instruction:

You will purchase a complete set of Bidding Document upon payment of a non-refundable tender fee of N 10,000.00

You are expected to pay the said amount to NILEST formerly CHELTECH with account No 0228050001 to any Commercial Bank and take the Teller from the Bank to Department of Finance and Account so as to collect official receipt and bring photocopies of the Remita and Receipt to the Procurement Unit to obtain the said blank document.

Respondents for W2 to W6, W8 to W12 and S1 to S31 are only to submit Prequalification/Expression of Interest only.

(5.0) SUBMISSION OF TENDER DOCUMENTS (Lots W1, W7, W13, W14, W15, G1 to G10) Prospective bidders should submit documents for each of the Lot desired, in two (2) hard copies each of the technical and financial bids with soft of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” of “Financial Bid” with the project title and lot number. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director General/Chief Executive Officer, NILEST. Confidential should be marked at the right-hand side of the envelop while the project title and name of the bidder inscribed on the left corner of the envelope and submit in the Tender Box in the office of the Head of Procurement Unit of the Agency’s National Headquarters at Sokoto Road, almost opposite the Main Gate of Ahmadu Bello University, Samaru, Zaria, Kaduna State. The closing date for the submission offender document is on or before 12.00 Noon of Tuesday 23 August 2022.

(6.0) SUBMISSION OF PRE-QUALIFICATION /EXPRESSION OF INTEREST DOCUMENTS (W2 to W6 W8 to W12 and S1 to S31)

Prospective Firms should submit Expression of Interest or Pre-qualification documents for each of the lot desired, two (2) hard copies packaged in sealed envelopes and clearly marked as “Expression of Interest” or “PRE-QUAL” and addressed to the Director General/Chief Executive Officer, NILEST indicating the project title and name of bidder inscribed on the left corner of the envelope while confidential is marked at the right corner of the envelope and submit in the Tender Box in the office of the Head of Procurement Unit of the Agency’s National Headquarters at Sokoto Road, almost opposite the Main Gate of Ahmadu Bello University, Samaru, Zaria, Kaduna State not later than 12:00noon on Tuesday 26 July, 2022. Late submission of application shall not be accepted.

Please, ensure that you sign the Bid Submission Register in the Procurement Unit as NLEST will not be held liable for misplaced or wrongly submitted bids.

(6.0) OPENING OF DOCUMENTS The Technical bids will be opened following the deadline for the submission of bids on Tuesday, 23 August 2022 at 12:00 Noon at the Board Room, NILEST, PMB 1034 Zaria, Kaduna State while Expression of Interest/Pre-qualification documents will be opened immediately following the for the submission of EOI at 12:00noon on Tuesday 26, July, 2022 at the Board Room, NILEST, PMB 1034 Zaria, Kaduna State.

(7.0) GENERAL INFORMATION: (a) Bids must be in English Language and signed by an official authorised by the bidder.

(c) This pre-qualification /tender exercise shall not be construed as a commitment on the part of the NILEST to award the contracts to anyone or even award of a contract at all.

(d) NILEST shall reject any bid which does not conform with bidding instructions.

(e) Bids submitted after the deadline for submission would be returned un-opened

(f) The Institute management reserves the right to verify the authenticity of any claim made in tender documents submitted by bidders.

(g) Any bid submitted after the closing date shall not be considered.

(h) Attendees at the bid openings shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening in the presence of observers will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online;

(i) Invitation to Tender: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(j) Invitation to Pre-qualification/Expression of Interest: Only pre-qualified bidders and shortlisted Firms will be invited at a later date for collection of tender documents/Request for Proposals, respectively.

(k) The NILEST is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
