1. INTRODUCTION. The Nigerian Shippers' Council, a Federal Government Parastatal under the Supervision of Federal Ministry of Transportation, in line with the Public Procurement Act of 2007, hereby invites reputable and experienced Consultants to express interest for the development of Detailed Viability Study for International Maritime Resource Centre, Jos, Plateau State.

2. SCOPE/PROJECT OBJECTIVE The objective of the project is to develop a detailed viability study that provides, preliminary benchmark of project costs, revenues and returns. Prospective consultants to note that:

The expressions of interest must be by a Nigerian company or a team leading prospective consultant in a joint venture with foreign partner. Memorandum of joint venture partnership and technical capability of the foreign partner should be attached. Interested and qualified consultants desiring to offer their services to NSC should submit EOI, describing in details their proposed services, and level of experience of the firm. Upon receipt of EOls from interested consultants, the Nigerian Shippers Council shall evaluate and pre-qualify applicants.

Thereafter, ONLY pre-qualified consultants shall be contacted and issued with Request for Proposal (RFP) for the Technical and Financial Proposals. The eligible consulting firm(s) may associate as a group or consortium, with a lead firm, having technical and financial capability should submit an Expression of Interests detailing the following minimum requirement as a basis for pre-qualification.

3. ELIGIBILITY REQUIREMENTS a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC 2 and CAC 7. Business Name is also acceptable; b. Evidence of Company's Income Tax Clearance Certificate (or Personal Income Tax Clear ance Certificate of all Partners in case of Business Name) for the last three (3) years: 2019, 2020 and 2021 valid till 31st December, 2022. c. Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this require ment is only applicable to bidders whose number of staff is 15 and above); d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st Decem ber, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above). e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid for till 31st December, 2022. f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2022 or valid Certificate issued by BPP. g. Swom affidavit with passport photograph affixed: -disclosing whether or not any officer of the relevant committees of the Nigerian Shippers Council (NSC) or Bureau of Public Procurement (BPP) is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars; -That bidders do not have any director who has been convicted in any country for any criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter. h. Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications, and the firms technical capability describing in details their proposed services, their level of experience and evidence of extensive knowledge on the service in case of designs and drawings: COREN, NIAS, ARCON and CORBON certificates or their professional equivalents. i. Verifiable documentary evidence of at least three (3) similar services executed in the last five (5) years including Letters of Awards, Project Reports, Job Completion Certificates/Evidence of Payment on the Project and Photographs of the projects. j. Company's Audited Accounts for the last three (3) years-2019,2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS); k. Evidence of Firm's current Licence issued by relevant regulatory professional body(ies) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm's letter head paper bearing, amongst others, the Registration Number(RC) as issued by the CAC, Contact Address, Telephone (Preferably GSM No.). Tax Identification Number (TIN) and E-Mail Address. The letter head paper must bear the names and nationalities of the directors of the company/firm at the bottom of the page.

4. SUBMISSION OF EXPRESSIONS OF INTEREST. Interested Bidders are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to:

Furthermore, the reverse of each sealed envelope should bear the name and the address of the bidder, and dropped into the Consultancy Services Box on the 2nd Floor after its registration on the 2nd Floor, not later than 10:00am on Friday 10th June 2022. Late submission would be returned un-opened.

5. OPENING OEOI DOCUMENTS The EOI will be opened immediately after the submission deadline at 10:00am on Friday 10th June 2022, at the Training Room 2nd Floor, Shippers Towers, Apapa, Lagos, in the presence of bidders or their representatives. Please ensure that you sign the EOI Submission Register in the Procurement Unit, 2nd Floor of the same Shippers Towers.

6. IMPORTANT NOTICE i. This notice shall not be construed to be a commitment on the part of Nigerian Shippers Council to award any form of contract to any respondent(s) nor shall it entitle any organization submitting document to claim any indemnity from the Council. ii. Attendees at the bid openings shall be required to wash hands, use hand sanitizer, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidder who chooses to join the bid opening online: iii. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened; iv. The Nigerian Shippers' Council is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
