Onigbongbo Local Council Development Area, Lagos State- Invitation For Pre-Qualification/Request For Expression Of Interest For Projects Execution (8 Lots)

DEADLINE: 4TH JULY, 2022 ONIGBONGBO LOCAL COUNCIL DEVELOPMENT AREA INVITATION FOR PRE-QUALIFICATION/REQUEST FOR EXPRESSION OF INTEREST

(1.0) INTRODUCTION Onigbongbo Local Council Development Area in compliance with Lagos State Public Procurement Law 2021 as amended and in order to achieve the 2022 capital budget provisions of the Local Council Development Area.

The Onigbongbo Local Council Development Area hereby invites expression of interest from prospective Contractors, Suppliers, Consultants with the objective of pre-qualifying this contractors/ suppliers/consultants to develop data base of Service Providers in which the Onigbongbo Local Council Development Area will partner in subsequent bidding process and Contract Awards.

(2.0) PRE-QUALIFICATION AREAS (A) PRIMARY HEALTH CARE DEPARTMENT (1) Procurement /purchase of Medical Equipment and furniture

(B) ENVIRONMENTAL SERVICES DEPARTMENT (1) Beautification of parks and gardens

(2) Supply of sanitary/fumigation equipment/tools

(C) AGRIC DEPARTMENT (1) Supply of Agricultural Farm inputs.

(D) WORKS AND INFRASTRUCTURE DEPARTMENT (1) Construction of office complex at the Secretariat (Preliminaries)

(2) Rehabilitation of PHC’s

(3) Supply of Official Vehicles

(4) Supply of utility vehicles

(5) Supply of Furniture and office equipment

(6) Rehabilitation of Peace Estate

(7) Construction of Retaining wall & Staircase at Odunukan Crescent, Olusosun

(8) Reconstruction of Folorunsho Kuku Street, Opebi.

(9) Reconstruction of Esugbayi/Ayoola Coker Junction, GRA, Ikeja.

(10) Channelization to Bank Anthony, Maryland

(11) Construction of Boreholes.

(12) Construction of temporary structure (Portacabin) for Area Office Abide Onigbagbo)

(13) Construction of Works Road, inside Police Highway Barracks

(E) INFORMATION AND COMPUTER TECHNOLOGY (ICT) (1) Internet/Website

(2) Supply of Electrical Appliances

(3) Supply of Computers (23) Nos. of Laptop Computers

(4) Office Networking

(5) Supply of Works, Medical, Sanitary and Information, Equipment’s /Camera with GIPS, Camcoder, P.A.S. Rain boots, Helmets, Theodolite & Wheel measures).

(6) Supply of Furniture and Equipment.

(F) WOMEN AFFAIRS AND POVERTY ALLEVIATION DEPARTMENT (WAPA) (1) Provision for Vocational materials and equipment

(2) Supply of Skill Acquisition Machines, Utensils, equipment, kits etc.

(G) EDUCATION DEPARTMENT (1) Supply of Vocational Materials

(H) PURCHASE OF MEDIA EQUIPMENT FOR PUBLIC AFFAIRS UNIT.

(3.0) PRE-QUALIFICATION REQUIREMENTS The expression of interest must be submitted in the following order: (a) Cover letter duly signed by the Company’s authorized signatory indicating the specific area(s) of specification under the Six (6) headings.

(b) Certificate of Incorporation Registration with Corporate Affairs Commission (CAC)

(c) Company Audited Account for the Year (2019, 2020 & 2021).

(d) Company profile and organization structure with the CV of key personnel with professional certificate.

(e) Evidence of financial capability (reference letter from reputable bank capable and willing to provide line of credit for project execution, if required).

(f) Current Tax Clearance Certificate of the company and two Directors for the last three Years (2019, 2020 & 2021).

(g) Evidence of Technical capacity (list of equipment staffing etc.).

(h) Possession of experience as a prime Contractor/Consultant/Supplies in a two (2) project of similar nature and complexity with veritable Letter of Contract of Award and Certificate of Job Completion within the last five(5) years.

(i) Exact verifiable location and full address/contact, telephone number and e-mail address of authorized representatives.

(j) Evidence of technical partnership (manufacturer authorization where necessary).

(k) In case of joint venture, the company shall provide evidence of the joint venture agreement executed by all party in the joint ventures.

(l) Evidence of Company Registration/Renewal with the Onigbongbo Local Council Dev. Area.

(m) Any additional information that may enhance your future considerations.

(4.0) NOTE (i) EOI/Pre-qualification submission should be very clear about the areas(s) of competence and interest.

(ii) Submission must be submitted in English language in four (4) copies (one original and three copies) sealed in an envelope clearly marked submission of pre-qualification document for goods, works consulting and non-consulting service (chose whichever is applicable).

(iii) Interested applicants must note that Onigbongbo Local Council Development Area reserves the right to verify claims made in the pre-qualification document submitted by them.

(iv) Onigbongbo Local Council Development Area shall deal directly with only the authorized Officer of interested Companies and not with agents.

(v) The pre-qualification exercise shall not be construed as a commitment on the part of Onigbongbo Local Council Development Area to award any contract.

(vi) Onigbongbo Local Council Development Area will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with responses to this invitation.

(vii) Interested eligible applicants may obtain further information at the Procurement Office, Onigbongbo Local Council Development Area, 2/4, Community Road, Off Allen, Ikeja. Lagos.

(5.0) SUBMISSION OF EOI/PRE-QUALIFICATION DOCUMENTS Application must be enclosed in sealed envelope as indicated in Note (ii) above and address to the Executive Chairman, Onigbongbo Local Council Development Area and submitted to Procurement Unit between 9.a.m. to 3.00p.m daily and not later than 4 July, 2022.
