(FMWR/TRIMING/2022/CQS/CS/01) REQUEST FOR EXPRESSIONS OF INTEREST (REOI) CONSULTING SERVICES (FIRMS SELECTION)

The Federal Government of Nigeria (FGN) is currently implementing the Management in Nigeria (TRIMING) Project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services. The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.

Purpose of the Assignment The purpose of the documentary is to produce a high-quality, 5, 15-minute and about 60-90 minutes full documentary through robust coverage of the activities of the four components of the project in order to disseminate and promote TRIMING achievements to stakeholders for buy-in, for project sustainability and funding for future interventions in the irrigation sector.

The scope of the services would include, but not limited to: TRIMING Project is seeking to engage a media consulting firm to provide technical assistance in the area of documentation of achievements success stories in the five intervention schemes of TRIMING Project. The consulting media firm is expected to work with the PMU in areas including but not limited to the following key activities:

Develop the documentary overall concept and scenario as well as script and story board to be used in shooting and production of the documentary, conduct field visits of the project areas; Delivering footage (documentary) and short clips that clearly captures the achievements/success stories of the four components of TRIMING Project taking place in all the schemes. In close collaboration with the Communication unit create content in English and local dialect of Hausa for TRIMING Project newsletters and website. Interviews, focus group discussions etc. on the TRIMING Project for sustainability Stakeholder's engagement and collaboration before the interview in the five intervention schemes.

The Federal Ministry of Water Resources through its Project Management Unit (PMU) of the Transforming Irrigation Management in Nigeria Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are: For appointment of this consultancy, the firm must possess the following qualifications: The consulting firm should have over 7 years of relevant professional experience. The following specific qualifications must be met: a) Proven evidence of general experience and a clear understanding in carrying out video documentary, b) Evidence of core business and with a minimum number of 7 years in documentation of success stories for irrigation project or similar assignment; c) Proven project work at international development agencies (e.g., World Bank, United Nations or International Media Organization), National and Local levels, including some supervisory experience related to the proposed assignment in the project areas (Northern Nigeria); d) Excellent in the preparation of high-quality reports and the delivery of interview and documentation for similar project and e) The firm should have personnel's that have excellent communication skills: Fluency in oral and particularly written English

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and employment of consultants (under IBRD loans and IDA Credit and Grants) by World Bank borrowers, January 2011 edition and revised in July 2014 (Consultants Guidelines) setting forth the World Bank Policy on Conflict of Interest.
