THE GOVERNMENT OF KADUNA STATE KADUNA INVESTMENT PROMOTION AGENCY (KADIPA) EXPRESSION OF INTEREST AS THE CORE INVESTOR AND MANAGER OF THE GREEN AGRO—ALLIED INDUSTRIAL ZONE (GAAIZ), ALONG KADUNA‑ABUJA EXPRESSWAY, KADUNA STATE – NIGERIA

- BACKGROUND
The Kaduna State Government (KDSG) in its bid to attract both local and foreign investors to the State and accelerate economic development wishes to develop a Green Agro Allied Industrial Zone (GAAIZ).
The Proposed Green Economic Zone is to be sited on a 1515 Hectares land located along Kaduna‑Abuja Expressway, Chikun LGA, Kaduna State, and has caused drawings and bills of quantities to be produced for this purpose. The most conspicuous landmark of the location is the Olam Poultry Feeds Mill.
It is intended to address the key challenges faced by potential investors in various sectors of the economy particularly to do with ease of doing business, establishment costs, access to reliable and uninterrupted power supply (preferably clean or renewable energy), standard industrial engineering infrastructure, adequate warehousing facilities, etc.
The zone, in addition to the provision of engineering infrastructure including Utilities, is expected to accommodate agro‑allied industrial land uses/functions to be developed by interested private sector investors; some reputable investors are already on ground.
Accordingly, the KDSG wishes to partner with a core private sector investor or consortium of investors who shall complement the equity to be provided by government by injecting the core equity investment in the scheme as well as provide full operation and management services of the entire facility for at least the pay‑back period to fully recoup their investment
The KDSG, therefore, hereby invites interested companies to submit to the State Government Expressions of Interest (EOI) for selection as the Core Investor and Manager of the scheme
2. SUBMISSION /OPENING OF EXPRESSIONS OF INTEREST (EOI)
The Expression of Interest (EOI) from prospective investors or consortia
of investors must clearly indicate the following:
I. Comprehensive company profile
II. Certificate of registration/incorporation with the Corporate Affairs Commission (CAC) in Nigeria
III. Verifiable evidence of partnership in case of a consortium as well as profile of each member company of the consortium;
IV. Company Audited Account for three years(2017, 2018, AND 2019)
V. Evidence of current Tax Clearance Certificates for three years (2017, 2018, AND 2019)‑
VI. Technical experience and qualifications of key personnel in the management of similar facilities.
VII. Verifiable evidence of Financial Capability
VIII. Verifiable evidence of successfully participating in or funding similar projects
IX. Any other useful information that will facilitate the evaluation and recommendation of your company as the core investor and manager of this scheme
3. FURTHER INFORMATION:
The Expression of Interest must be submitted in six (6) copies (one original and five copies) in a sealed envelope clearly marked ‘EXPRESSION OF INTEREST AS CORE INVESTOR & MANAGER FOR THE GREEN ARO‑ALLIED INDUSTRIAL ZONE (GAAIZ), ALONG KADUNA‑ ABUJA EXPRESSWAY, KADUNA’. The EOI should be delivered not later than 12:00 hrs Nigerian time on the 24th September 2020 to the address below:

All EOIs will be opened immediately after the deadline at the above stated office on the closing date, in the presence of all interested firms that choose to attend.

∙ Late submission will be rejected
∙ This advertisement shall not be construed as a commitment on the part of Kaduna State to appoint any firm nor shall entitle any firm submitting documents to claim any indemnity
∙ Kaduna State reserves the right to take final decision on any of the documents received in the EOI
