INVITATION TO TENDER FOR CAPITAL PROJECTS UNDER 2026 APPROPRIATION ACT

1. INTRODUCTION
1.1 The National Cereals Research Institute is the oldest Research Institute in the Country. The Institute presently maintain ten (10) Outstations located in different parts of the country at Ibadan (Oyo State), Amakama-Oloroko Umuahia (Abia State), Uyo (Akwa Ibom State), Warri (Delta State), Birnin Kebbi (Kebbi State), Yandev (Benue State), Bacita (Kwara State), Mokwa (Niger State), Riyom (Plateau State), and Numar (Adamawa State).
The vision of the institute is to Generate and Disseminate Improve Technologies for Agricultural Production to Achieve National Self-Sufficiency in Food and Industrial Raw Materials with Surplus for Export.

1.2 THE INSTITUTE’S MISSION
The mission of the National Cereals Research Institute (NCRI) is to conduct cost-effective Agricultural Research towards sustainable Farming and National Resource Systems that will lead to increase in overall National Agricultural production with minimal negative effect on the Environment and disseminate appropriate technologies for their optimal utilization.
The crops for which the NCRI has national genetic improvement mandate include Rice, Soybeans, Beniseed, Sugarcane, Acha (Hungry Rice), Castor and Stevia; and it also has the overall farming systems and resources management research for the Central Zone of Nigeria comprising Benue, Kogi, Kwara, Nasarawa, Niger, Plateau, Taraba State as well as the Federal Capital Territory (FCT) Abuja.

2. SCOPE OF WORKS AND SUPPLIES
EXPERIENCED AND COMPETENT CONTRACTORS/SUPPLIERS ARE INVITED TO THE FOLLOWING;

3. ELIGIBILITY CRITERIA
DOCUMENTS:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including CAC 1.1 or CAC 2 and CAC 7.
b. Evidence of Company Income Tax Clearance Certificate for the last Three (3) years valid till 31st December, 2025; with minimum average turnover of N50 Million.
c. Evidence of current pension clearance certificate valid till 31st December, 2025.
d. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2025.
e. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2025.
f. Evidence of Interim Registration Report issued by BPP on the National Database of Contractors, Consultants and Service provider.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committee of the National Cereals Research Institute, Badeggi or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars, and also that none of the directors of the company has been convicted of any criminal act, and that the company is not bankrupt.
h. Company’s Audited Accounts for the last Three (3) years 2023, 2024 and 2025.
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
j. Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic/professional qualifications.
k. Verifiable documentary evidence of at least Three(3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation certificates, job completion certificates and photographs of the projects.
l. Works: list of Plants/Equipments with proof of ownership/Lease.
m. For joint venture/partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are compulsory for each JV Partner).
n. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper and must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Documents (SBD) from the office of the Head of Procurement, National Cereals Research Institute (NCRI), Badeggi, Niger State between the hours of (9:00 am and 4:00 pm daily) upon presentation of authorized payment of non-refundable Tender Fee of N10,000.00 only per Lot. Payment should be made to National Cereals Research Institute (NCRI), Badeggi’s Remita account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with Hard and soft copy (Flash Drive) of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as ‘Technical Bids’ or ‘Financial Bids’. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Executive Director/ CEO, National Cereals Research Institute (NCRI), Badeggi. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the office of the Head of Procurement Unit, National Cereals Research Institute (NCRI), Badeggi not later than 12:00 noon of 28th September, 2026. Please address your submission to;

6. OPENING OF TECHNICAL AND FINANCIAL BIDS
Both the technical and financial bids shall be publicly opened at 12:00noon of 28th September, 2026. At the Conference Hall of National Cereals Research Institute (NCRI), Badeggi Niger State, while the financial bids of only those bidders that pass the technical requirement will be evaluated for further consideration. Please, ensure that you sign the Bid Submission Register in the office of the Head of Procurement Unit, National Cereals Research Institute (NCRI), Badeggi, as the institute will not be held liable for wrongly submitted bids. 7. GENERAL INFORMATION
a. Bid must be in English Language and Signed by an official authorized by the bidder.
b. Bid submitted after the deadline for submission would be returned un-opened.
c. Bidder should not bid for more than two (2) Lots
d. All cost will be borne by the bidder.
e. Presence of bidders/representatives and members of the public shall not be necessary required during the bid opening. The bid opening will be covered by video recording with the presence of at least two (2) representatives of private sector, professional bodies and Civil Society Organization in the areas of Anti-corruption/Transparency and shall be made available to bidders upon request.
f. Bid documents can also be collected in soft copies and bidder can submit through Post (Courier service).
g. Only Pre-qualified bidders at technical evaluation will be considered for financial bids evaluation, while the financial bid of the unsuccessful bidders will be returned un-opened.
h. The Institute is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
