INVITATION FOR PRE-QUALIFICATION AND SUBMISSION OF TENDER FOR YEAR 2024 TETFUND NORMAL INTERVENTION AND YEAR 2026 TETFUND ZONAL INTERVENTION

1.0 INTRODUCTION
The Governing Council of Ladoke Akintola University of Technology, Ogbomoso in compliance with the Public Procurement Act 2007, invites reputable, experienced and interested contractors for pre-qualification and submission of tender for the underlisted projects:

2.0 SCOPE OF WORK
A. YEAR 2024 TETFUND NORMAL INTERVENTION

  • Construction and furnishing of Faculty of Law Building, LAUTECH, Ogbomoso

B. YEAR 2026 TETFUND ZONAL INTERVENTION

  • Supply, installation, testing and commissioning of equipment

3.0 ELIGIBILITY REQUIREMENTS
Interested firms should submit notice of intent to pre-qualify in the tender exercise. The documents should be signed, paginated, separated by dividers and arranged in the order outlined hereunder with table of contents indicating the pages on which each item would be found:
a. Evidence of certificate of incorporation issued by Corporate Affairs Commission (CAC) including forms CAC 1.1 or CAC2 and CAC7, or Business Name where applicable;
b. Evidence of Company/Personal Income Tax Clearance Certificate for the last three (3) years (2023,2024,2025); valid 31th December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 issued by National Pension Commission (applicable where number of staff is at least 15);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (applicable where number of staff is at least 5 or at least ₦50m turnover);
e. Nigeria Social Industrial Trust Fund (NISTF) Compliance Certificate valid till 31st December, 2026,
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Services Providers by submission of Interim Registration Report IRR) expiring on 31st December, 2026 or valid Certificate of BPP;
g. A Sworn Affidavit:

  • disclosing whether or not any officer of the relevant committee of LAUTECH or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars
  • that the Company is not in receivership, subject to any form of insolvency or bankrupt proceedings or the subject of any form of winding up petition or proceedings; and
  • that the Company does not have any Director who has been convicted in any country for criminal offence relating to fraud or criminal misrepresentation or falsification of facts relating to any matter;

h. Company’s Audited Accounts for the last three (3) years – 2023, 2024, 2025;
i. Reference letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed to the project including copies of their Academic and Professional certificates;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including copies of letters of Award, Valuation Certificates, job Completion Certificate and Photographs of the Projects.
l. All documents for submission must be transmitted with a Covering/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. Telephone Letterhead must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firms.

4.0 COLLECTION OF BID/TENDER DOCUMENT
Tender documents are to be collected at the Office of the Directorate of Procurement between the hours of 10:00am and 3:30pm daily (Monday to Friday) after the payment of non-refundable fee of ₦10,000 at the Bursary Department of the University.

5.0 SUBMISSION OF BID/TENDER DOCUMENTS
Prospective contractors are to enclose two (2) copies of Technical Bids and a copy of Financial Bids (Priced Bill of Quantities) documents in a separate envelope which should be marked “Technical Bids” or “Financial Bids” with the Project Name clearly written on the top right hand corner of the envelope and the name of the envelope and the name of the company on the reverse side of the envelope and addressed to:

The Tender document are to be hand delivered and dropped in the Bid Box at the Office of the Directorate of Procurement, Room 204, First Floor, A.M. Salau Senate Building, Ladoke Akintola University of Technology, Ogbomoso, P.M.B. 4000, Ogbomoso, Oyo State, not later than 12:00 noon on Monday, 21th September, 2026.

6.0 OPENING OF BID/TENDER DOCUMENTS
Only the Technical bid shall be opened immediately after the deadline for submission on Monday, 21th September, 2026 by 12:00pm at the Council Committee Room, A.M. Salau Senate Building, LAUTECH, Ogbomoso.

DISCLAIMER

  • Any bid submitted in the wrong place shall be disqualified.
  • Late submission shall be returned un-opened.
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened.
  • This advertisement shall not be construed as a commitment on the part of LAUTECH to appoint any firm submitting document to claim any indemnity from LAUTECH.
  • LAUTECH reserves the right to take decision on any of the documents received.
  • Any form of canvassing from any source whatsoever shall result in immediate disqualification.
  • LAUTECH reserves the right to verify the authenticity of any claim on the documents
  • LAUTECH will only correspond with authorized officers and not agents or persons acting on its behalf.
  • LAUTECH is not bound to shortlist any vendor and reserves the right to annual the process at any time without incurring liabilities and assignment any reason thereof in line with Section 28 of the PPA, 2007.
