FEDERAL COLLEGE OF ANIMAL HEALTH AND PRODUCTION
TECHNOLOGY MOOR PLANTATION, IBADAN
INVITATION TO TENDER (TECHNICAL AND FINANCIAL) FOR THE EXECUTION
OF THE FOLLOWING PROJECTS UNDER THE 2019 FISCAL YEAR

1. PREAMBLE
The Federal College of Animal Health and Production Technology, Moor Plantation, Ibadan is desirous of executing its capital projects under 2018 fiscal year and hereby invites interested contractor of goods reportable with relevant experience to submit their expression of interest tender for any of the jobs listed below.

2. SCOPE OF GOODS/WORKS/SERVICES

3. ELIGIBILITY REQUIREMENTS
Interested firms should submit the following documents duly signed, paginated, separated by dividers and arrange in the order outlined hereunder
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including korma CAC2 and CAC7 or Business Name Where applicable
ii. Evidence of current Company’s Income Tax Clearance Certificate for the last three (3) years valid ill 31st December, 2019 with minimum average annual turnover as specified in the bid documents;
iii. Evidence of Current Pension Compliance Certificate valid till 31st December, 2019
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019.
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report(IRR) expiring on 31/01/2020 or valid Certificate issued by BPP
vii. Company profiles with the Curriculum Vitae of Key Start to be deployed for the project, including copies of their Academic/Professional Qualifications such as CORN, QARIN, ARCON, CORBON).
viii. Sworn Affidavit deciding whether or not any officer of the relevant committees of the Federal College of Animal Health and Production Technology, Moor Plantation, Ibadan or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
ix. Company’s Audited Accounts for the last three (3) years- 2016, 2017&2018 ;
x. For Services: Evidence of Firm’s registration with the relevant Professional body(ies);
xi. Evidence of financial capability to execute the project by submissions of Reference Letter from a reputable commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed
xii. Evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuations/Job Completion Certificates and Photographs of the projects;
xiii. For Training: Evidence of accreditation with the Centre Management Development (CMD);
xiv. For Joint Venture/Partnerships, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, RR & Sworn Affidavit are compulsory for each JV partner);
xv. All documents for submission must be transmitted with a covering/financing letter under the Company/Firm’s Letterhead Paper bearing amount of orders, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC, Contact Address, Telephone Number (preferably GSM No.), and E-mail address The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm

4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A)
Interested companies are invited to collect tender documents from the secretary. Procurement Unit of the College of Animal Health Moor Plantation, Ibadan, Oyo State within the working hours of 9am-4pm Mondays to Fridays from the date of this publication upon the presentation of evidence of payment of non-refundable tender fee of Ten thousand naira opry (N10, 000) per LOT in favour of Federal College of Animal Health and Production Technology, Ibadan through Remita account in any reputable commercial’ bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS (CATEGORY A&B)
5.1. Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as Technical Bid or Financial Bid.
Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Provost, Federal College of Animal Health & Production Technology, Moor Plantations, P.M.B 5029 Ibadan, Oyo State and clearly marked with the name of the project and the Lot number).
5.2. Furthermore the reverse of each sealed envelopes should have the name and address of the bidder and drop in the designated Tender Box at the Provost’s Office not later than 12:00noon on Monday, 2nd December, 2019.

6. SUBMISSION OF DOCUMENT(SERVICES)
6.1. Interested firms are to submit two (bound of Expression of Interest (EOI) document generated by dividers and arranged as indicated above. The documents a should be submitted in a sealed envelope and addressed to The Provost, Federal College of Animal Health & Production Technology, Moor Plantation, P.M.B 5029, Ibadan, Oyo State and clearly marked with the name of the project and the Lot number).
6.2. Furthermore, the revenge of each sealed envelope should have the Name and address of the Bidder and drop in designated tender box at the Provost’s Office not later than 12:00 noon on Tuesday, 5th November, 2019

7. OPENING OF TECHNICAL BIDS
7.1. The EOI and technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Tuesday 5th November 2019 and 12:00 noon on Monday, 2nd December, 2019 respectively at the College’s auditorium in the presence of bidders or the representatives, while the financial bids will be kept unopened.
7.2. Please, ensure that you sign the Bid Submission Register at the Provost’s Office as the College will not be held Liable for misplaced wrongly submitted bids.

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder;
b. All the bids must be numbered, paged, signed and arranged sequentially
c. Bids submitted after the deadline for submission would be returned
d. Bidders should not bid for more than two(a)Lots
e. All costs will be borne by the bidders;
f. Late submission will be returned unopened;
g. Category A&B: Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bids opening, while financial bid of unsuccessful bidders will be returned unopened:
h. Category C: Only shortlisted bidders at EOI’s evaluation will be contacted at later date for collection of Request for Proposals:
i. The College is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
