INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE
PROCUREMENT OF ESSENTIAL SERVICES UNDER 2019 BUDGET
1. INTRODUCTION
The Federal Ministry of Youth and Sports Development in furtherance of its statutory mandate intend to implement some Capital Projects in the Works/Goods/Services. Categories in line with Budgetary Appropriation for the Financial Year 2019 in accordance with provisions of the Public Procurement, Act 2007.
2. SCOPE OF THE PROCUREMENT
The proposed procurement comprise WORKS (Construction, Rehabilitation, Renovation, Maintenance), GOODS (General Supplies) and SERVICES of the Ministry towards implementation of 2019 Budget. The Ministry, therefore, invites interested and competent firms to submit documents for the following projects.

3. ELIGIBILITY REQUIREMENTS
Interested Farms of Contractors should submit the Eol and Tenders (one separate envelope for
“Technical and another separate envelope for Financial and enclosing the two envelopes in a bigger envelope) properly addressed along with the following requirements
i. Evidence of Certificate of Incorporation with Corporate Affair Commission (CAC)including Form CAC2 and CAC7
ii. Evidence of Company Income Tax Clearance Certificate for the last three (3 years 2016/2017/2018) and valid till 31st December 2019 with Minimum average annual turnover may be determined the Standard Bidding Documents)
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2019
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid 31st December, 2019
v. Evidence apparent Nigeria Social e Trust Fund (NSITF) Compliance Certificate de 31st December 2019
vi. Evidence of Registration on the National Database for Registration of Federal Contractor, Consultants and Service Providers by submission of interim Registration Report IRR)expiring on 31/1/2020 or valid Certificate issued by BPP
vii. A Sworn Affidavit:
– disclosing whether or not an office of the relevant committees of Federal Ministry of Youth and Sports Development or the Public Procurement is a former or present Director shareholder or has any pecuniary interest in the bidder and confirm that information presented in a bid are correct in all particulars.
– that personnel and components to be used in the execution of the proposed Works, Goods and Services shall form at least 60%.compostion to comply with the FGN policy on Local Content
– that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition proceeding and;
– That the company is not having any director who has been convicted in any country for any offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
viii. Unabridged Company Audited Annual Report for the past three years 2016/2017/2018.
ix. Evidence of financial capability to cut the project by of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit for the mention of the project when needed.
x. Company’s Profile with Curriculum Vitae of Key Staff To be deployed for the project, including copies of the Academic Professional qualification:
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the five (5) years including Letters of Awards Valuation Certificates Job Completion Certificates Photographs of the projects
xii. List of Pants/Equipment with proof of Ownership/Lease (whore applicable
xiii. For Training evidence of accreditation by Centre for Management Development
xiv. For Joint Venture/Partnership Memorandum of Understanding (MoU) should be provided (CAC, Tax clearance certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & sworn affidavit compulsory for each JV partner:
xv. Evidence of current Registration with ECRECON for Service Providers bidding for Provision of Cleaning Services.
xvi. Original Equipment Manufacturers (OEM) Certificate or Authorization letter from OEMs or Accredited dealers in case of Procurement of Sports Equipment as applicable in the Standard Bidding Document.
xvii. All documents for submission must be transmitted with a Covering Forwarding letter under the Company Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number preferably GSM No., and email address The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of page, duly signed by the authorized one of the firm.
4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A&B)
Interested Companies are to collect the Standard Bidding Document (SBD) from the Office of the Director Procurement Department Block E, Room 21. Filth Foot

5. SUBMISSION OF TENDER DOCUMENTS (CATEGORY A&B)
Prospective bidders are to submit bid for each of the Lot desired, two 12 hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel formal, packaged separately in sealed envelopes and clearly marked as Technical Bid’ or ‘Financial bid” Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to (The Permanent Secretary, Federal Ministry of Youth & Sports Development Federal Secretariat Complex. Phrasal, Bullet House, Shehu Shagari Way, Abuja) and clearly marked with the name of the project and LOT number) Furthermore the reverse of each sealed envelope should be the name and address of the bidder and drop in the designated Tender Box in the office of the Secretary Tenders Board located on Room 521.5 for block ‘E not later than 12:00 noon on Monday, 2 December, 2019.
6. SUBMISSION OF EOI DOCUMENTS (CATEGORY C)
Interested firms are to submit two (2 bound of Expression of interest Eol documents separated by dividers and arranged as indicated above. The documents should be submitted in sealed envelope and addressed as indicated above, and clearly marked with the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the office of the Secretary (Tenders Board) located on Room 521,5 floor, block ‘E No Later than 12:00 noon on Monday, 4 November, 2019.
7. OPENING OREOS AND TECHNICAL BIDS
The EOIs and Technical bids will be opened immediately after the deadlines for submission at
12.00 noon on Monday, 4 November, 2019 and 12:00 noon on Monday, 2 December 2019 respectively at the Prof. O. Afolabi, ICT Resource Centre, 2nd Floor, Block in the presence of bidders or their representatives, while Financial Bids will be kept unopened. Bidders are to ensure that they sign the Bid Submission Register in the office of Director (Procurement Department). Room 521, Fifth Floor Federal Ministry of Youth and Sports Development, as the Federal Ministry of Youth and Sports Development will not be held liable for misplaced or wrongly submitted bids.

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the der

c. Bidders should not bid for more than two (2) lots
d. All cost will be home by the bidders
e. Category B: Only pre-qualified bidders will be contacted at a later date to financial bids opening, while financial bids of un-successful bidders will be returned. Opened

g. This invitation for Bids shall not be construed to be a commitment on the part of the Ministry or its officials for contract award nor shall it entitle a Tenderer to make any claims whatsoever and seek indemnity from the Ministry by virtue of having responded to this advertisement.
h. The Federal Ministry of Youth and Sports Development is not bound to pre-quality any bidder and reserves the right to annul any part or the entire Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
9. PLEASE NOTE THAT
I. The Ministry may vent any of all of the claims made by the applicants and may disqualify any company whose aims are found to be false in addition to other sanction that may be deemed necessary.
II. Bidders who have worked for the Ministry and have history of poor performance, abandonment, termination and prolonged contract execution period arising from dilatory conduct of the contractor teed not apply
III. All submission pages must be duly initialed by the company, and
IV. The bidders shall note that the publication of results of Technical and Financial as well as awards will be placed on the Ministry’s Notice Board at the appropriate time,
V. For Contracts involving design and production, it is to be noted that Ministry shall not be held liable for costs incurred in producing such a design
VI. Furthermore, the Ministry shall not in any way be responsible for costs incurred by a prospective bidder for producing any item prior to the communication of the approval of design
