NATIONAL POWER TRAINING INSTITUTE OF NIGERIA (NAPTIN)
INVITATION TO TENDER

1. INTRODUCTION
In compliance with the Public Procurement Act 2007, the National Power Training Institute of Nigeria (NAPTIN) under the Federal Ministry of Power, is in the process of executing some projects with funds provided by the Federal Government of Nigeria in the 2019 Capital Appropriation. Consequent upon the foregoing, interested competent and reputable companies with expertise in the relevant fields are hereby invited to submit tender for its Invitation to Tender Notice (ITN) in the following projects.

2. LIST OF PROJECTS

3. ELIGIBILITY
Interested companies are required to submit the following documents which will be used as criteria for Technical Evaluation of all bids;
a. Evidence of company registration with Corporate Affairs Commission (CAC)Certificate of Incorporation of the Company including CAC and CAC 7 forms
b. Evidence of Company Income Tax Clearance Certificate for the last three years (2016, 2017 & 2018) expiring on 31st December, 2019
c. Evidence of rent Pension Compliance Certificate valid till 31st December, 2019
d. Evidence of Current Industrial Training Fund ITF Compliance Certificate valid till 31st December, 2019;
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2019
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid Certificate issued by BPP
g. Sworn Affidavit form Federal High Court disclosing whether or not any officer of the relevant committees of NAPTIN BPP is a forms of present Director Shareholder or has any pecuniary interest in the middle and to confirm that all information presented in its bid are true and correct in all particulars
h. Company’s Audited Accounts for the last three (3) years 2016/2017/2018
i. Evidence al financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards Valuation Certificates. Job Completion Certificates and Photographs of the Projects
k. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner);
l. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone Number and email address The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Any interested company shall collect tender documents from, the office of the General Procurement Unit, Room FF15, 1ST Floor, National Power Training Institute of Nigeria (NAPTIN), Corporate Head Office, Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja, upon the payment of non-refundable tender fee of ten thousand Naira (N10, 000.00) only per lot to National Power Training Institute of Nigeria-Hospitality Adam Student Hostel’s Remita account in any commercial bank, after which a receipt is to be raised at the Revenue Office, Account
Department, 2nd Floor NAPTIN CHQ, Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja, upon presentation of evidence of payment. Bidders are then to collect Bidding documents after showing NAPTINS original receipt between the hours of 10:0 dam and 3:00pm, Mondays to Fridays.

5. SUBMISSION OF TENDER DOCUMENTS
Completed Technical and financial Bids shall be submitted in two separate envelopes, Clear tape sealed and clearly marked “Technical Bid for Lot No” or “Financial Bid for Lot No The project titles, Lot number and contractor’s name must be clearly written on top of each envelop and inserted in a bigger 3 envelope and addressed to The Director General, National Power Training Institute of Nigeria (NAPTIN), Corporate Head Office Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja. Tender shall be submitted to the office of the General Procurement Unit, Room FF15, 1 Floor, National Power Training Institute of Nigeria (NAPTIN), Corporate Head Office Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja, between the hours of 10:00 am and 3:00pm, Mondays to Fridays.

6. CLOSING DATE
Submission of tender shall close by 12 noon on Monday, 9 December, 2019

7. BIDS OPENING/VENUE
The technical bid shall be publicly opened at 12.00 noon Monday, 9 December, 2019 at, NAPTIN Corporate Head Office, 5 Floor, Auditorium, Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja. Tenderers or their representatives, Interested members of the public are invited to witness the bids opening

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder
b. Bids submitted after the deadline for submission would be returned unopened,
c. Bidders should not bid for more than One(1) Lot
d. All Cost will be borne by the bidders
e. All pre-qualified bidders will be contacted at a later date for financial bid opening while bids of unsuccessful bidders will be returned unopened on request;
f. NAPTIN is not bound to pre-qualify any bidder and reserves the rent to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
g. Bids sent by post/e-mail will be rejected
