1.0 INTRODUCTION:
The Aminu Saleh College, Azare hereby issued the General Procurement Notice (GPN) to inform reputable experienced and eligible Contractors, Suppliers and General Public that it would undertake Construction Renovation and Procurement works as part of the year 2017/2018 (Merged) Annual TETFund Intervention Projects.

2.0 SCOPE OF WORK
2.1 CATEGORY A (CONSTRUCTION)

2.2   CATEGORY B (RENOVATIONS)

2.3          CATEGORY C (PROCUREMENT)

3.0 Prospective Bidders must possess the under-listed requirements to be eligible for these projects.
(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) Including Forms CAC2 and CAC7;
(b) Evidence of Company Income’s TAX Clearance Certificate for the last Three (03) Years till 31st December 2019.
( c) Evidence of Current PENCOM Compliance Certificate Valid till 31st December. 2019
(d) Evidence of Current Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December. 2019
( e) Evidence of Current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31st December, 2019
( f) Evidence of registration on the National Database of Federal Contractors, Consultants, and Service Providers by Submission of Interim Registration Report (IRR) expiring on 31st January, 2020 or Valid Certificate Issued by BPP.
( g) Sworn Affidavit that none of the Directors of the Company have been convicted in any country for any criminal offence including fraud or financial impropriety
( h) Company’s Audited Account for the last Three Years (3) i.e. 2016, 2017 and 2018
(i) Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the projects, when needed.
(j) Company’s profile with Curriculum Vitae of relevant key Staff to be deployed for the project, including copies of their Academic/Professional Qualifications (eg. COREN, ARCON, CORBON, SORCON, QSRBN)
(k) Verifiable evidence of similar jobs executed, including Letter of Award, and Job Completion Certificates of the projects
( l) List of Plants/Equipment with Proof of Ownership/ Lease for ‘Works’
(m) For Joint Venture/Partnership. Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partners.
(n) All Documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firms Letter headed Paper Bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers, (preferably GSM Number), duly signed by the authorised officer of the company.
(o) Evidence of Registration with Aminu Saleh College Education, Azare as Contractor

4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director of Works and Services upon evidence of payment of no-refundable fee of Fifty Thousand Naira (N50, 000) per lot, to be paid to the Bursary Department of Aminu Saleh College of Education, Azare, Bauchi State.

5.0 SUBMISSION OF BID DOCUMENTS
Prospective bidders are to submit bid for each of the lot desired. One (1) hard copy each of the technical and financial bid packaged separately in sealed envelopes and clearly marked as Technical Bid’ or ‘Financial Bid’: Thereafter, put the two sealed envelopes together in bigger sealed envelope addressed to:

It should also be clearly marked with (the name of the Project and the Lot number). Similarly, the back of each sealed envelope should contain the name and the address of the bidder and drop in the designated Tender Box at the Registrar’s Office not later than 12:00 noon on Monday 13 January, 2019, i.e Six (6) Weeks from the date of this advertisement.

6.0 OPENING OF BID
The Technical Bids will be opened immediately after the deadline for submission by 12:00 Noon on Monday 13 January, 2019 the same day in the presence of Bidders/Companies representative. While the Financial Bids will be kept un-opened. Please ensure that you sign the bid submission register as the College will not be held liable for misplaced or wrongly submission.

7.0 GENERAL INFORMATION
(a) Bids must be in English Language and duly signed by the bidder
(b) Bids submitted after the deadline for submission would be returned un-opened
( c) Bidders should not bid for more than two (2) Lots
( d) All costs will be borne by the bidders
( e) Only the pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened
( f) Aminu Saleh College of Education, Azare is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with the section 28 of the Public Procurement Act 2007. The College reserves the right to verify any claim made by the bidder and shall not be liable to accept the lowest bidder.

Note:
The Category C (Lot 2&3), only Local Manufacturers or their Accredited Dealer Approved by the National Automotive Design and Development Council are eligible
