INVITATION FOR PRE-QUALIFICATION ON REQUEST FOR PROPOSAL ON EMBEDDED POWER GENERATION
In the bid to improve the quantum and quality of power being supplied to our valued Customers, BEDC Electricity PLC operating in Nigeria, intends to engage with Power Generating Companies specialized in embedded generation in order to realize our aims and objectives. BEDC Electricity PLC franchise areas covers Delta, Edo, Ekiti and Ondo States in Nigeria.
Interested parties will be required to build, operate and evacuation power lines (11kv or 33KV) from their facilities to BEDCS designated off-take point.
This invitation is open to existing generation companies within BEDCs franchise area and those operators with genuine intention to site their generating facilities within our franchise area.
For the purposes of expression of interest, the sites are divided into Lots as follows:
Lot A Asaba (with various sub areas) Lot B Warri (with various subareas) Lot C Benin (with various subareas) Lot D Akure (with various sub areas) Lot E Okiti Pupa (with various sub areas) Lot F Ado Ekiti (with various sub areas)
Each stated Lot location will be parceled into sub areas under the Lot and interest expression and bid will be based on these sub areas
ELIGIBILITY AND QUALIFICATION CRITERIA FOR EACH LOT
Applicant shall be allowed to express interest for any or some of the sub areas within the Lots, However, applicants may only be awarded contract for more than one sub area and/or Lot(s) if it meets the aggregated requirements for all the sub areas or Lots bided for by the applicant.
JVs can also be formed and can express joint interest.
Parties who respond to this advert will first be invited to come and present their company and area of interest. Only qualified parties will be invited to obtain bid documents for Technical and Commercial bid where the details of the Lots will be made available.
PREQUALIFICATION REQUIREMENTS:
TECHNICAL
Prospective Parties shall be able to demonstrate capability to build and operate modern embedded generation facility with minimum generation capacity of SMW.
It would be an added advantage if prospective bidders can provide evidence of similar facilities currently in operation in Nigeria or a similar environment
FINANCIAL
Minimum average turnover requirement per sub-areas shall not be less than 2 Million per annum.
In lieu of the ownership of at least a SMW facility within the Franchise Area, the Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction and operations cash flow requirements for a minimum of SMW embedded generation facility.

The format for submission of detailed info nation (to be submitted on company letter head) is as follows:

The preliminary requirements for submitting the proposal are as follows
1. The minimum capacity of power generation shall not be less than SMW
2. The minimum power availability from the plant shall be above 90%.
3. The point of take-off shall be at 33kVor at TV voltage level. The
sub-station up to grid shall be required to be maintained by the
respective party up to the 33kV or 1kV feeder breaker (from Power Plant
to Linking Point of BEDC Network. The subsequent 33kv kV line will be
maintained by BEDC
4. The power generated shall have to be reserved
exclusively for BEDS with a redundancy factor of minimum 10% as spinning
reserve
5. The metering shall have to be done at the point of
take-off i.e 33KV or 11KV feeder whichever is the case and regular
testing of metering equipment will be done as per mutual understanding
once in a year between both parties
6. Power Plant shall be equipped
with Modem Technology so that at least Data Acquisition is possible
from Remote Location & instantaneous values can be fetched from site
Power is required from within one year of selection projected,
Shortlisted projects will be based on proposed time to market amongst
other considerations. Proposed projects have to mention their till date
progress and projected timeline.
Proposal may be submitted on or before 8th January 2020. Three original hard copies and one soft copy in a USB/Flash drive inside the envelope to be submitted to the address below.
