GENERAL PROCUREMENT NOTICE (GPN) FOR TETFUND YEAR 2018 ZONAL INTERVENTION
1.0 INTRODUCTION:
The Management of Isa Kaita College of Education Dutsin-ma, Katsina State, hereby issues the General Procurement Notice to inform eligible Contractors and the general public that the College is to undertake construction works under the 2018 zonal intervention projects:
2.0 SCOPE OF PROJECTS:
The project to be executed is Construction and Furnishing of 1 Nr Block of 3Nr Lecture Halls and 2Nr Block of 5Nr Students Lavatories including external works.
3.0 PRE-QUALIFICATION REQUIREMENTS (TECHNICAL BID):
(a) Interested and eligible Contractors, Suppliers and Vendors are advised to lookout for the Specific Procurement Notice (SPN) for the various projects and goods mentioned above in the Federal Tenders Journal, National Dailies and Notice Boards
(b) The Advertisement is NOT an invitation to Tender
(c) Note that bid documents would be evaluated on responsiveness to criteria including but not limited to:
(i) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7
(ii) Evidence of Company’s Tax Clearance Certificate for the last three (3) years valid till 31st December 2019.
(iii) Evidence of Current Pension Compliance Certificate from PENCOM. (2019)
(iv) Evidence of current Industrial Training Fund (ITF) certificate valid till 31st December 2013
(v) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December 2019
(vi) Evidence of Registration on the National Data base of Federal Contractors, Consultants and service providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid certificate issued by BPP
(vii) Sworn Affidavit Disclosing whether or not any officer of the relevant committees of the Isa Kaita College of Education Dutsin-ma or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(vii) A sworn affidavit that none of the Directors have been convicted in any country for any criminal offence including fraud or financial impropriety.
(viii) Company audited account for the last three (3) years (2016 – 2018).
(ix) Evidence of Financial Capability to execute the project by submission reference letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
(x) List of Similar, verifiable and successfully executed projects or ongoing by the Company with letters of award and Practical completion certificates in the last three years, 2016 -2018 only. Letters of award and interim certificates of payment should be attached for projects that are ongoing.
(xi) Company Profile with Curriculum Vitae of key staff to be deployed for the project including copies of their Academic qualification.
(d) Isa Kaita College of Education Dutsin-ma reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 on the matters regarding these procurements without incurring any liability to the bidder
