INVITATION FOR BID (IFB) FOR WORKS:
CREDIT NO: CN 5022 UNI
IFB/BY/SEEFOR/NCB/01/20

1. This Invitation for Tenders follows the General Procurement Notice for this project that appeared in Development Business of June 12, 2012.

2. The Federal Government of Nigeria has received a Credit from the International Development Association (IDA) and Grant from the European Union (EU) towards the cost of State Employment and Expenditure for Results (SEEFOR) Project, and it intends to apply part of the proceeds of this credit and grant for payments under the contract for the construction of three(3) Workshops of five (5) Units each for the three (3) Technical Colleges for the training of Students in Bayelsa State, Nigeria

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Credits & Grants by World Bank Borrowers- Procurement of Small Works, December 2011, revised July 2014 (Procurement Guidelines) and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. Bid shall be valid for a period of 148 days after Bid opening and shall be delivered to the State Employment and Expenditure for Results (SEEFOR) Project, Ekeki Housing Estate Phase II, Along Sani Abacha Road, Yenagoa, Bayelsa State on or Before 12:00noon on 23 March, 2020 (deadline for submission of bids), and is subsequently opened and evaluated.

5. Evaluation will be on Lot basis or combination of Lots. Award shall be on Lot by Lot basis. The Project shall give consideration to the combination that is most economical to the Employer.

6. Interested eligible Bidders may obtain further information from and inspect the tendering documents at the address given below

7. The State Project Coordinating Unit (SPCU) now invites sealed bids from eligible bidders for the construction of three (3) Workshops of five (5) units each for the three (3) Science & Technical Colleges for the training of student in Bayelsa State

Bidder may not bid for more than one lot

The scope of the works is as follows Site Clearance and Earthworks, Placement of Concrete, Block works, Wood works, Roofing, plastering works, Placement of Doors & Windows, Placement of Aluminium Roof Painting, Decoration and Landscaping.

8. A complete set of Bidding documents in English Language may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non- refundable fee of Fifty thousand Naira (N50,000.00). The method of payment shall be by bank draft or cash paid into the State Employment and Expenditure for Results (SEEFOR) Project Account No. 1013521548 at the Yenagoa Branch of Zenith Bank Plc, Yenagoa. The bidding document will be available from February 24, 2020. Prospective bidders are expected to visit the sites they intend to bid for. The bidding document will be sent by courier at the bidder’s request and cost.

9. Bids must be delivered to the office of the State Employment and Expenditure for Results (SEEFOR) Project, Ekeki Housing Estate Phase II, Along Sani Abacha Road, Yenagoa on or before 12:00noon on 23 March, 2020.

10. All bids must be accompanied by a Bid Security as specified in “7” above in Nigeria Naira (NGN) or an equivalent amount in a freely convertible currency.

Late bids will be rejected.
