CONSULTANCY SERVICES FOR ORGANISATIONAL AND INSTITUTIONAL TECHNICAL ASSISTANCE FOR ONDO STATE WATER CORPORATION UNDER THE ONDO URBAN WATER SUPPLY PROJECT

The Ondo State Government through the Federal Government of Nigeria has received financing from the “Agence Française de Développement (AFD) for the implementation of the Ondo State Urban Water Supply Project under the National Urban Water Sector Reform Program II (NUWSRPII), of which Ondo State is one of the Final Beneficiaries.
The principal objectives of the project is to increase the coverage, continuity and quality of a sustainable water supply service in Akure, Ondo State, and improve the financial viability and governance of the sector.
The Ondo State Water Corporation now intends to apply a portion of the proceeds of this financing for the following services: organisational and institutional technical assistance at Ondo State and ODWC level. The services of the consultant shall include inter alia the activities as follows:
State Level
Change Management and Capacity Development Program
Institutional Technical Assistance for an improved Water Regulatory Body
ODWC
Change Management and Capacity Development Program
-Reorganisation and Personnel Development
-General Management And Human Resource Improvement
-Computerisation and other IT improvements including Website and Client Payment
Systems
Financial Management And Control Improvement
Commercial Operation Improvement
Non-Revenue Water (NRW) Reduction
Operation and Maintenance Improvement
The Ondo State Government, on behalf of Water Corporation of Ondo State, now invites Consulting firms to indicate their interest in providing the services. Interested applicants must provide the following information indicating that they are qualified to perform the services:
i. A covering letter addressed to the Ondo State Water Corporation on the official letter head of company duly signed by authorized signatory
ii. Evidence showing the field of specialty of the firm (“Consultants profile”/brochures)
iii. Evidence showing that the firm is a legal entity (certificate of registration)
iv. Evidence of registration with relevant authorities and professional bodies
v. Evidence showing the technical and managerial capacities of the firm in the field of assignment
vi. Quality assurance certifications of the Applicant: ISO 9001 or equivalent
vii. Statement of Integrity, Eligibility and Social and Environmental Responsibility
vii. Description of similar assignments. Determination of the similarity of the experiences will be based on
The contracts size:
The nature of the Services – Citing previous experience in institutional, commercial or utility clients in the Water Sector of having:
- Developed and implemented Change Management and Capacity Development Programmes
- Established Regulatory Bodies at State or National Level
- Implemented Personnel, Financial Management and Commercial Improvement Programmes
- Strategy development and Interventions for Non-Revenue Water (NRW) Reduction
- Implemented Operation and Maintenance Improvement Programmes
- Implementing IT improvements for utility companies or equivalent including Websites and Client Payment Systems
Experience of working in similar geographical regions (Sub-Saharan Africa)
This request for expression of interest is open to all eligible national as well as international consulting entities.
The indicative implementation period of the above works shall be 24 (Twenty Four) months. The estimate of Key Experts Time-input is 129MMs. These figures are indicative and will be confirmed in the Request for Proposals to be sent to the shortlisted applicants.
Consultants will be selected in accordance with the OCBS method.
Expression of Interest may be submitted by a sole firm or a joint venture of consulting firms.
Sole firms or joint venture, shall present a minimum of 10 completed or ongoing relevant similar assignments performed during the last 10 years. There shall be at least 3 assignments for which the total value of the consultancy services, performed by the firm or a member of the JV, must be more than 1 million US dollars.
For each similar assignment presented, the consultant shall provide a signed letter from the Client with the name and contract address of the client (office & email address, and telephone number), date(s) of execution, name(s) of lead and associate firms contract amount and financing sources
The Client will also take into account for the evaluation purposes, the application of the following items:
Skills and availability of in-house technical back-up experts provided to the on-site experts
Applicants may associate to enhance their qualifications. If the Applicant is a JV, the Expression of Interest (EOI) shall include a copy of the JV Agreement entered into by all members.
Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest together with a copy of the proposed Agreement. In the absence of this document, the other members will be considered as sub consultants. Experiences and qualifications of Sub consultants will not be taken into account in the evaluation of the applications
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub consultant may participate in several applications
Due to the security risk in the areas where the Services are to be performed, the evaluation of Expressions of Interest will verify that the applications meet the following criteria:
The Applicant has at least one experience providing services in an area with a similar security risk, for which it shall provide proof of implementation of security measures (invoice or contract with a security service provider, proof of security awareness training before departure on-site, etc.).
The Applicant has set up internal security management procedures: it shall provide a description of its monitoring system and crisis management system.
For services provided abroad, the Applicant has entered into an assistance and repatriation contract for its employees, it shall provide the certificate evidencing such contract.
The Applicant shall describe its standard preparation process for departure on assignment in sensitive areas, and shall attach documents proving its implementation (service orders with related instructions, certificates of awareness-raising or training actions, etc.)
For a JV, its leader and any member that has its registered office outside the Client’s country shall fulfil each of these criteria
An application that does not meet any of these requirements will be rejected.
One (1) original, Three (3) copies and one (1) soft copy (on USB) of Expression of Interest (EOI) must be delivered not later than 4pm on the 6th of August, 2020 to the address below:

Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries, is available online on AFD’s website, www.afd.fr.
Based on the evaluation of the applications that would be received, a maximum of 6 (six) Consultants will be shortlisted, to whom the Request for Proposals (RIP) shall be sent, to carry out the Services.
The Client is not bound to shortlist any Applicant.
