PUBLIC NOTICE
INVITATION TO TENDER FOR THE SUPPLY AND INSTALLATION OF KEY MANAGEMENT SYSTEM AT FIRS OFFICES IN LAGOS MAINLAND WEST STATE COORDINATOR OFFICE ENUGU STATE COORDINATOR OFFICE AND KADUNA STATE COORDINATOR OFFICE
DEADLINE: 15TH DECEMBER, 2020
1.0 INTRODUCTION:
The Federal Inland Revenue Service (FIRS) has appropriated funds in the 2020 budget for the Supply and Installation of Key Management System at FIRS Offices in Lagos Mainland West State Coordinator Office/Large Tax Office (LTO), Enugu State Coordinator Office and Kaduna State Coordinator Office.
Following the 2020 General Procurement Notice (GPN) published on DAILY TRUST of 24th January, 2020, THE NATION and FEDERAL TENDERS JOURNAL of 27 January, 2020 the Service hereby invite competent existing and prospective contractors to tender for the project as stated below.
2.0 SCOPE OF WORKS:
The detailed scopes of works for the project are contained in the Bill of Quantities (BOQ) attached to the Standard Bidding Document (SBD).
3.0 MANDATORY REQUIREMENTS:
A. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7;
B. Evidence of Company Income’s Tax Clearance Certificate Valid till 31st
December, 2020 issued by the appropriate authority;
C.Evidence of current Pension Compliance Certificate valid till 31st
December, 2020 of having fulfilled all obligations in relation to pension’s
contributions in accordance with the provisions of the Pensions Act 2004. (As
amended) [Where applicable]
D. Evidence of current Industrial Training Fund (ITF) Compliance Certificate
valid till 31st December, 2020 in line with Industrial Training Fund (ITF) Act
2011. [Where applicable]
E. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance
Certificate valid till 31st December, 2020
F. Evidence of current registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim
Registration Report (IRR) [2020]or valid Certificate issued by BPP.
G. Sworn affidavit disclosing whether or not any officers of the relevant committee of the Federal Inland Revenue Service (FIRS) or Bureau for Public
Procurement is a former or present Director, shareholder or has any
pecuniary interest in the bidder and to confirm that all information presented
in its bid are true and correct in all particulars;
H. Company’s Audited Accounts for the last three (3) years-2017, 2018, 2019.
I. Evidence of Original Equipment Manufacturer (OEM) authorisation, accreditation or partnership to deal on the product
Other Requirement
Profile:
i. Size of company, number of staff (technicians and supervisors)
ii. Provide the name of senior level personnel for the project and who must have
experience in managing similar facilities Management service contracts.
iii. Members of the proposed team for FIRS must have experience in their particular area of responsibility.
Experience in Performing Similar Work;
Attach evidence of supply and Installation of Key management System to offices, factories, schools etc. in the last 5 years with award letters, job completion certificates or payment certificates).
Equipment
i. Quality control measures adopted by the company (evidence of availability of
equipment and procedure/methodology).
ii. Equipment owned or lease agreement available for FIRS project (equipment
must be relevant to security and safety equipment management services) they
are to be verified during company visits.
Financial Capability
Evidence of financial capability to execute the project by submission of
Reference Letter from a reputable commercial bank indicating willingness to
provide credit facility for the execution of the project when needed;
J. All documents for submission must be transmitted with a
Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address; Telephone Number (preferably GSM No);
and e-mail address. The letter head Paper must bear the Names and
Nationalities of the Directors of the Company at the bottom of the
page, duly signed by the authorized officer of the firm.
4.0 NOT ELIGIBLE:
All Contractors who have defaulted on previous contract (s) awarded to them by
Government.
5.0 COLLECTION OF TENDER DOCUMENTS:
Interested contractors are required to collect detailed tender document fro
Procurement Department, Support Services Group, Federal Inland Revenue Service, Revenue House Annex 3, No.14 Sokode Crescent, Off Michael Okpara Street, Wuse Zone 5, Abuja after presenting copy of treasury receipt, from FIRS Treasury Operations Office (TOO) as an evidence of payment of non-refundable fee of N5,000.00 per project credited to FIRS Tender fee account with CBN via remita payment platform from 2 November, 2020 to 15th December, 2020.
(Except on weekends, public holidays and a day prior to the bid closing date).
6.0 SUBMISSION OF BID DOCUMENTS.
Prospective companies are required to submit their bid documents. The Company shall enclose the original and each copy of the Technical and Financial Proposal in separate sealed envelopes, duly marking the envelopes as “TECHNICAL PROPOSAL” and “FINANCIAL PROPOSAL”, as appropriate. These envelopes containing the Technical Proposal and Financial Proposal shall then be enclosed in one single envelope.
Your submission should bear the vendor’s name and address on the reverse side and clearly marked “SUPPLY AND INSTALLATION OF KEY MANAGEMENT SYSTEM AT FIRS OFFICES IN LAGOS MAINLAND WEST STATE COORDINATOR OFFICE, ENUGU STATE COORDINATOR OFFICE AND KADUNA STATE COORDINATOR OFFICE”. The Tender should be delivered on or before 12:00 noon on Monday, 15th December, 2020 in sealed envelopes marked as stated in the tender document and addressed to:

The envelopes must be registered with the designated officer in charge at the office of the Director Procurement Department and thereafter dropped in the tender box provided for the purpose on or before 12:00 noon, Monday 30th November, 2020.
7.0 CLOSING DATE AND TIME FOR SUBMISSION OF TENDER DOCUMENTS:
All tender documents must be submitted on or before 12:00 noon on 15th December, 2020. Any document received after the date and time specified shall be rejected and returned unopened.
8.0. OPENING OF TENDER DOCUMENTS:
Tender document shall be opened immediately after the close of submission from 12:00 noon, on Tuesday 15th December, 2020. at the Procurement Department, FIRS Headquarters, Annex 3, No. 14 Sokode Crescent, Wuse Zone 5, Abuja. Bidders or their representatives, accredited Civil Society Organizations (CSO) and the general public who choose to witness the opening may do so.
9. DISCLAIMER
i. Submitting Tender documents does not commit FIRS to awarding contract to
any firm;
ii. The Federal Inland Revenue Service reserves the right to verify claims made
by any firm;
iii. Tendering with false document is an offence which will lead to disqualification
and prosecution;
iv. Bidders are excused from the bid opening, which will be attended by officials
of private sector professional organisations and CSOs in the areas of anti-
corruption/transparency. The event will be fully captured on video and can
be provided to bidders on request;
v. Standard Bidding Documents can also be collected in Soft copies and Bidders
can submit through Post (Courier Services);
vi. Only pre-qualified bidders at technical evaluation will be invited at a later date
for financial bids opening, while the financial bids of un-successful bidders
will be returned unopened;
vii. The FIRS is not bound to pre-qualify any bidder and reserves the right to
annul the Procurement process at any time without incurring any liabilities in
accordance with Section 28 of the Public Procurement Act 2007.
