INVITATION TO TENDER
CONSTRUCTION OF MFM/MARKET STREET OFF FREEDOM WAY LEKKI I
NTD/W/NCB/007/21
BACKGROUND
The New Towns Development Authority (NTDA) has secured necessary approvals to execute some capital Projects, as part of its statutory mandates and intends to apply part of the budgetary provision for the execution of the projects:

(2) The New Towns Development Authority now invites sealed Tenders from eligible
Contractors for the above project as detailed in the bidding documents:
(3) QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent contractors who wish to participate in the bidding process as described above will be required to submit the following documents:
(a) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Article of Association.
(b) Last three (3) years (2017, 2018 and 2019) Company Tax Clearance Certificate
(c) Possession of experience as a Prime contractor in at least two (2) projects of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the last five years.
(d) Detailed company profile and organization structure including names and telephone numbers of key personnel (Technical/Managerial) with their project certificates.
(e) Evidence of financial capability (Reference Letter from Reputable Bank)
(f) Copies of VAT Registration with number and evidence of VAT remittances for the last three (3) years (2017, 2018 and 2019).
(g) Company’s Audited Accounts for the last three (3) years (2017, 2018 and 2019)
(h) Evidence of payment of Development levy for the last three years (2018, 2019 and 2020) for two (2) Directors.
(i) Evidence of current Registration with the Lagos State Public Procurement Agency (PPA) as Works Contractor in appropriate class.
(j) A sworn Affidavit that all documents submitted are genuine and verifiable.
(k) Any additional information that may enhance your bid.
(4) NOTE:
(i) Additional details are provided in the bidding documents
(ii) All claims must be adequately substantiated with documents and must be verifiable.
(iii) The Authority shall deal directly with only the authorized officers of interested companies and not their Agents.
(iv) This Tendering exercise shall not be construed as commitment on the part of New Towns Development Authority to award the contract to anyone or even any contract at all.
(v) The Authority (NTDA) will not be responsible for any cost or expenses incurred by any interested part(ies) in connection with site inspections or responses to this invitation.

COLLECTION OF BIDDING DOCUMENTS
Bidding Documents shall be downloaded FREE ONLINE with effect from Wednesday, 17 March, 2021. However, interested Bidders who are willing to submit bids shall be required to pay a non-refundable fee of N5,000.00 (Five Thousand Naira) only for the Bidding Document.
Bank draft of N5,000.00 (Five Thousand Naira) will be raised in favour of New Towns Development Authority and the receipt shall be submitted with other documents making up the bid.
SUBMISSION OF BIDS
Bids must be enclosed in a sealed envelope addressed to the General Manager, New Towns Development Authority, Folawewo Street, Off Allen Lane, Allen Avenue, Ikeja and delivered at the same address on or before 12.00 noon, Wednesday, 31 March, 2021 and must be accompanied with a bid security of 1%. Late Bids will be rejected.
BID OPENING
Bids will be opened Online via organized Zoom on Wednesday, 31 March, 2021 at 12 Noon, at the Conference Room of the New Towns Development Authority, Folawewo Street, Off Allen Lane, Allen Avenue, Ikeja.
