PROCUREMENT OF MEDICINE UNDER MALARIA CONTROL PROGRAMME

INTRODUCTION
The Kaduna State Government (KDSG) through the Kaduna State Health Supplies Management Agency (KADHSMA) has in 2021 Appropriation Funds, and desirous to undertake the procurement of medicines under Malaria Control Programme through the Kaduna State Health Supplies Management Agency (KADHSMA) in pursuit of its noble objective of providing quality and affordable healthcare to its citizens across the state. In compliance with the provisions of the law 2016, the Kaduna State Health Supplies Management Agency (KADHSMA) hereinafter called ‘Agency’ on behalf of the Kaduna State Government hereby invites interested, eligible and competent Pharmaceutical Manufacturers to submit pre-qualification documents and purchase bidding documents for any of these lots below:

TENDER REQUIREMENTS

• Corporate Affairs Commission is required
• Evidence of Tax Clearance Certificates for three years (2018, 2019, 2020).
• Evidence of compliance with PENCOM where applicable. Pencom certificate is required
• Evidence of compliance with Industrial Training Fund (ITF) where applicable. ITF certificate is required
• Evidence of current registration with the Kaduna State Public Procurement Authority (KADPPA).
• Company Audited Accounts for three years (2018, 2019, 2020).
• Technical Experience and qualifications of key personnel with evidence of registration with appropriate professional bodies (Pharmacists Council of Nigeria), registration of premises, valid practice license where applicable.
• Evidence of similar verifiable projects successfully executed/completed/on-going with attached copies of award letters, payment, and completion certificates.
• Equipment and Technology capacity with evidence of ownership/lease agreement where applicable.
• Evidence of Financial Capability and Banking Support.
• Evidence of VAT registration and remittances.
• Evidence of 5% Bid security in the form of Bank Guarantee or Certified Bank Draft from a reputable Bank in Nigeria
• Any other information that would be relevant.

COLLECTION OF TENDER DOCUMENTS
Interested companies/firms can obtain the Financial Tender Documents from April 26, 2021 to 12:00 noon May 10, 2021, at a non-refundable tender fee (see amount under Lot description) payable to Kaduna State Government through the KADPPA e-Procurement Portal.

SUBMISSION OF TENDER DOCUMENTS
(A) An electronic copy of each of the Completed Technical and Financial Bids are to be submitted on the KADPPA e- Procurement portal.

(B) The Technical and Financial Bids must be inserted and submitted in separate folders clearly marked “Technical Bid and Financial Bid”.

(C) The Financial Bid must be submitted in the same format it was obtained from the portal.

(D) A copy of the Summary Page of the Financial Bid should be submitted separately

(E) All submissions must bear the name, address and contact number of Bidder, Project Description and Lot number clearly marked. CONTROL / BACK UP SUBMISSION

(F) A hard copy each of the Completed Technical and Financial bids in separate envelopes, shall be placed in a large outer envelope marked at the top right-hand side as ‘Control Copy’ and dropped in the ‘Control Box’ at the Office of the Executive Secretary, Kaduna State Health Supplies Management Agency (KADHSMA).

(G) All the envelopes must bear the company name and contact number at the reverse sides while the ‘Project Description’ and ‘Lot No’ clearly marked at the top left-hand corner of the envelopes and addressed: The Executive Secretary, Kaduna State Health Supplies Management Agency (KADHSMA) No. 2 United Textile Road, Makera-Kakuri, Kaduna.

(H) Failure to comply with this requirement of separate submission for Technical and Financial documents shall lead to disqualification.

(I) The submission shall be made not later than 12:00 noon May 10, 2021

OPENING OF TENDER DOCUMENTS
(A) The Technical and the Summary Page of the Financial Bids received shall be opened immediately after the close of receipt of bids in the presence of the representatives of the Bidders on the KADPPA e-Procurement Portal.

(B) Only technically qualified bids will proceed to the financial evaluation stage.

General Notice

(a) Only the electronic bids submitted through the KADPPA e-procurement portal shall be considered for prequalification.

(b) Financial Bids submitted in any format other than in Excel format shall be rejected.

(c) This advertisement shall not be construed as contract award or any commitment on the part of the Kaduna State Government or its Agency/Agents; nor shall it entitle any company/firm to make any indemnity from the Kaduna State Government or any of its Agencies/Agents by virtue of such company/firm having responded to this advertisement.

(d) Response to this advertisement does not oblige the Kaduna State Government or its Agencies/Agents to consider responding company/firm’s bid.

(e) The Client reserves the right to accept any Bid, annul the Bid proceedings, or to reject any or all bids at any time prior to Contract award, without thereby incurring any liability, or any obligation to inform Bidders of the grounds for the action.

(f) Late submission shall be rejected.

(g) The currency shall be the Nigerian Naira

(h) All submissions must be made in English Language.
