INVITATION TO TENDER FOR DRILLING AND INSTALLATION OF BOREHOLES

Adamawa State Government wishes to inform all eligible and interested contractors that the council is advertising to receive tender to undertake the Drilling and Installation of boreholes at the bank of River Yedzaram, Construction of ground water tank, elevated water tank and transmission line to Adamawa State University Sahuda Road Mubi which forms part of it 2021 approved budget.

SCOPE OF WORK
(I) Drilling and Installation of 3Nos 5″ boreholes at the bank of River Yedzaram.
(II) Construction of 200m³ ground water tank.
(III) Construction of 100m³ elevated water tank
(IV) Transmission line to the Sahuda road Campus.

ELIGIBILITY REQUIREMENT
Note that the bids will be evaluated on the responsiveness to the below criterion:

(I) Evidence of Certificate of Incorporation with Corporate affairs commission.
(II) Registration with Adamawa State Bureau of Public Procurement.
(III) Provide Companies 3 preceding years audited account.
(IV) Tax Clearance Certificate.
(V) Evidence of registration with National Social Insurance Trust Fund (NSITF) and PENCOM.
(VI) Evidence of Registration with Industrial Training Fund (ITF).
(VII) Evidence of Registration with Federal inland Revenue Service (FIRS) etc .

INSTRUCTION TO BIDDERS:
(I) Inspect the project site, the scope of work, design so as to avoid discrepancies in bill.

(II) Note that the process is not bound to consider the lowest bidder but the lowest responsive bidder.

(III) Submit their work plan and methodology

(IV) Submit bids and all relevant documents in two different sealed envelopes and the title of the project: clearly written at the back as advertised, addressed to: The Honorable Commissioner, Ministry of Water Resources, State Secretariat Complex, Yola.

(V) Enclose a copy of the receipts as evidence of purchase of bidding documents.

(VI) Bidders must enclose a bid security or bond with minimum of 3% of the quoted price of each project, addressed to The Honorable Commissioner, Ministry of Water Resources State Secretariat Complex Yola.

(VII) Bidding documents are to be obtained from the Procurement department Room F324, 2nd floor of Ministry of Water Resources, Adamawa State Secretariat Complex , Yola after the payment of a non-refundable sum of twenty thousand naira only N20,000.00 into

(IX) All submission in response to this advert should be in English Language.

(X) Bids must be duly signed by the authorized authority

CLOSING OF BID SUBMISSION
The Deadline for bid submission shall be on 24/08/2021 at 12:00 noon while bid opening will take place on same day at about 12:00hours local time at the Conference Hall, (room F219) 1st floor Ministry of Water Resources Headquarter, Adamawa State Secretariat Complex, Yola. The process will be conducted strictly in-line with the guideline on the conduct of public Procurement activities during period of COVID-19 pandemic from Adamawa State Bureau of Public Procurement.
