INVITATION FOR BID (IFB) FOR CONSTRUCTION OF A BLOCK OF 15 CLASSROOM AND RAMP (PILE FOUNDATION ) AT OGOMBO COMMUNITY SENIOR SECONDARY SCHOOL, AJAH, LAGOS STATE.

(1) The Special Committee on Rehabilitation of Public School (SCRPS) had received approval from the State Government to supervise and execute the development of a Public Secondary School in Ogombo Community, Ajah, Lagos State. The project is an initiatives of Committee of Wives of Lagos State Officials (COWLSO) a Non-Governmental Organization as her CSR to commensurate her yearly women Conference in conjunction with the State Government.

The project is to be funded on equity basis between COWLSO and the State Government, this is a contribution on her part towards the improvement of educational sector in the State.

(2) For this purpose, SCRPS now invites electronic bids from eligible and qualified bidders for the construction of a block of classroom in Lagos State.

(3) Bidding will be conducted through the National Competitive Bidding (NCB), A Procedure Specified in the Lagos State Public Procurement Guidelines for Procurement of Works.

(4) Interested Eligible Bidders may download a complete Set of Bidding Documents in English Language Free Online, However, Bidders who are willing to Submit Bids Shall be required to Pay a Non-Refundable Fee of N20,000.00 (Twenty Thousand Naira) only for the Bidding Document. Scanned Copy of the Electronic Receipt (Not Bank Teller) shall be Uploaded and Submitted with other Documents Making up the Bid. Payment should be made to Polaris Bank, Access Bank or GT Bank Alausa Branch; Agency Code: 77160, Revenue Code: 32755.

(5) QUALIFICATION REQUIREMENTS:
(i) Evidence of Registration with Corporate Affairs Commission including CAC Certificate and Articles of Association

(ii) Evidence of Current and Valid Registration with Lagos State Public Procurement Agency in Appropriate Class

(iii) Current Tax Clearance Certificate of the Company and Two Directors for the Last Three Years (2018, 2019 & 2020)

(iv) Company Profile and Organizational Structure with the CV of the Key Personnel/Support with Professional Certificates

(v) Availability (own/Lease/Hire) of the Essential Equipment as Listed in the Bidding Data Sheet

(vi) Experience as a Prime Contractor in Carrying out 2 Project(s) of Similar Nature and Complexity Equivalent to the Works over the Last Five (5) Years (To Comply with this Requirement, The Work Cited Should be at least 70% Complete) including the Following Details:

(vii) Letter of Awards and Certificate of Completion for the Works Executed in the Past.

(viii) Evidence of 3 Years Development Levy for Two Directors (2018, 2019 & 2020).

(ix) Copies of VAT Registration with TIN No. and Evidence of VAT remittance for 3 Years. (2018, 2019 & 2020)

(x) Evidence of the Company’s Financial Capability (Submission of Audited Balance Sheet or other Financial Statements for the Last 3 Years- 2018, 2019 & 2020) and Bank Support

(xi) A Sworn Affidavit that all documents submitted is genuine and verified.

(xii) Any additional information that may enhance your bid.

(6) SUBMISSION OF BID DOCUMENTS
(a) BID(S) SHALL BE SUBMITTED ONLINE ALONG WITH SCANNED COPY(IES) OF ELECTRONIC RECEIPT(S) for the Payment of the Bidding documents making up the Bid(S)

(b) Any bid submitted without the scanned copy of Electronic Receipt and SCRPS official receipt for Payment for the Bidding Document shall be rejected and not be given any consideration.

(c) Bid(s) must be accompanied by a Bid Securing Declaration in the format indicated in the Bidding Document.

(d) All Bids must be accompanied by Bid Security of 2% of Bid Price.

(e) All Bids must be accompanied with a Signed Bid Letter.

(7) CLOSING OF BID
All Bids will come to close on Thursday, 21 October, 2021 at 12 Noon

(8) BID OPENING
Bid will be opened on Thursday, 21 October, 2021 at 12 Noon, at the SCRPS Hall, Special Committee on Rehabilitation of Public Schools.
