INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR 2022 CAPITAL PROJECTS
(1.0) INTRODUCTION
The National Centre for Hydro-power Research and Development (NACHRED) charged with the mandate of organizing and conducting research and development in hydro-power management and technologies invites interested qualified and credible contractors/consultants to tender for the under listed works and consultancy services appropriated in the 2022 fiscal year.
(2.0) CATEGORY OF PROJECTS
(2.1) CATEGORY A- WORKS
Lot 1 Construction and repair of All-In-One Solar Powered Street Light in Abia South Senatorial Schools, Abia State Lot 2 Construction of All-In-One Solar Street Light in Cross River State
CATEGORY B- CONSULTANCY
| Lot 3 | Training on Solar and SMES for Women and Youth in Akwanga, Nassarawa Eggon and Wamba Federal Constituency, Nassamwa state. |
| Lot 4 | Training on ICT and SMES for Women and Youth in Akwanga, Nassarawa Eggon and Wamba Federal Constituency, Nassarawa State. |
| Lot 5 | ICT Training for Youths in Abakaliki Local Government Area, Ebonyi State |
(3) ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name is also acceptable for Services;
(b) Evidence of Company Income’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all Partners in case of Business Name) for the last three (3) years valid till 31st December, 2022; with minimum average annual turnover of N20 million;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2022;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim Registration Report (IRR) expiring on 31st December, 2022 or valid Certificate issued by BPP.;
(g) Sworn Affidavit:
- disclosing whether or not any officer of the relevant committees of the (National Centre for Hydropower Research and Development or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
- that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
- That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
(h) Company’s Audited Accounts for the last three (3) years -2019,2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(i) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
(m) Evidence of Firm’s current licence/accreditation issued by the relevant regulatory professional body(ies) such as Centre for Management Development, CPN/NITDA for ICT;
(n) Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
(o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(p) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
(4.0) COLLECTION OF TENDER DOCUMENTS (CATEGORY A)
Tender documents can be collected from the Centre upon presentation of a non-refundable tender fee of N10,000.00 per Lot paid to National Centre for Hydropower Research and Development, University of Ilorin TSA account. The GIFMIS CODE is 10472363.
(5.0) SUBMISSION OF TENDER DOCUMENTS (CATEGORY A)
All completed Technical and Financial tender documents must be submitted in Two (2) copies each including One (1) original and One (1) copy sealed in separate envelopes clearly marked “Technical Bid” and “Financial Bid” for NACHRED 2022 Capital Projects”. Both sealed envelopes must be endorsed and sealed in a third envelope marked with Project Title, Lot Number and Company’s Name at the top left hand corner of the envelopes to be dropped in the box at the Main Entrance/Reception of: National Centre for Hydropower Research and Development (NACHRED), University of Ilorin, Km 18,Ajase-Ipo Road, Adjacent ARMTI, Ilorin, Nigeria not later than 10:00 a.m. Monday, 11 July, 2022.
(6.0) SUBMISSION OF EOI
Interested Firms in Services are to submit the Expression of Interest (EOI) for each of the Lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 10:00a.m Tuesday, 14 June, 2022.
(6.0) OPENING OF BIDS/EOI
The EOIs and technical bids will be opened immediately after the deadlines for submission at 10:00a.m Tuesday, 14 June, 2022 and 10:00 a.m. Monday, 11 July, 2022, respectively.in the Conference Room of the Centre in the presence of bidders or their representatives, while the financial bids will be kept un-opened.
(7.0) DISCLAIMER AND CONCLUSION
(a) Submission of EOI/bid documents is not a guarantee for an award of contract.
(b) Bids submitted after the deadline for submission would be returned un-opened.
(c) Bidders are excused from the bid opening, which will be attended by officials of private sector professional organization and CSOs in the areas of anti-corruption/transparency. The Centre will make available a link for virtual viewing of proceeding in the National Centre for Hydropower Research and Development web-site, (www.nachred.org.ng).
(d) Attendees at the bids opening shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening in the presence of observers will be covered by video recording and invitation link will be sent to bidder who chooses to join the bid opening online;
(e) Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services).
(f) Category A:Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened;
(g) Category B: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
(h) NACHRED is not bound to prequalify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
