INVITATION FOR TENDER FOR PROJECTS EXECUTION

(1) Introduction and Scope of Work: 
Approval has been granted to Zamfara State Universal Basic Education Board, Gusau to implement 3rd Quarter 2020 work plan for Better Education Services Delivery for all (BESDA) by Universal Basic Education Commission, Abuja in collaboration with World Bank, The fund will be utilized for the procurement of Learning Materials and provision of infrastructure for Primary Schools and Integrated Qur’anic Centers (IQS) across the State. Update: from 4th July, 2022.

In compliance with the Public Procurement Act, 2007 and Bureau of Public Procurement’s guideline, the Zamfara State Universal Basic Education Board, invited interested, competent and reputable Companies to Tender for the Procurement of the “WORKS” and “Goods” as described below.

(2) ELIGIBILITY CRITERIA
All interested, capable and competent companies are required to submit the following documents:

(A) Evidence of registration with Corporate Affairs Commission (CAC);

(B) Evidence of Tax Clearance Certificate for the three (3) years ending end on 31st December, 2021;

(C) Certificate of Compliance by National Pension Commission (PENCOM) expiring in December, 2021;

(D) Certificate of Compliance by Industrial Training Fund in line with the provision of ITF Act, 2011) expiring on 31st December 2021;

(E) Certificate of Compliance with the NSTF Employee Compensation Act expiring on 31st December, 2021;

(F) Evidence of registration with Bureau of Public Procurement (BPP) by attaching the Interim Registration Report (IRR) expiring on 31/12/2021 or valid certificate issued by BPP;

(G) Evidence of registration with Zamfara State Bureau of Public Procurement or valid certificate issued by Zamfara BPP;

(H) Evidence of registration with Zamfara State Universal Basic Education Board;

(I) Evidence of approval/License of copy right from UBEC/ZSUBEB;

(J) List of three (3) verifiable similar project completed/ongoing within the last five (5) years with completion certificate and/or award;

(K) Evidence of financial capability to handle the project from reputable bank;

(L) Unabridged company Audited Report for the immediate past (3) years 2018, 2019, & 2020;

(M) Sworn affidavit affirming that none of the officers of the Zamfara State Universal Basic Education Board or the Zamfara State Bureau of Public Procurement is a former or present Director, shareholder or has pecuniary interest in the bidder and that all the information being provided by the company are correct;

(N) Letter of Consent to allow for verification of all documents submitted.

(3) COLLECTION OF TENDER DOCUMENT
Tender Documents to be collected from the office of the Head of Procurement Department, Zamfara State Universal Basic Education Board Gusau, old building Room 2 Headquarter, Upon presentation of evidence of payment of non-refundable Tender fee of N10,000.00 per Lot made from the Finance Zamfara State Universal Education Board Gusau

(4) SUBMISSION /OPENING OF DOCUMENTS
Two copies of Technical and Financial bids must be in separate envelopes, appropriately enclosed in a sealed large envelop, clearly marked with the name of the Tenderer and addressed to: The Head of Procurement Department Zamfara State Universal Basic Education Board Headquarters Gusau, Olusegun Obasanjo Drive, P. M. B.1011, Opposite Poultry Unit Zamfara State-Nigeria

Submission should be made on or before 12 noon of Monday, 15 August, 2022. Technical Bid opening shall be carried out immediately at 12noon on the same day at the Conference Hall of the Board

Interested applicants are to note that;
(A) Nothing in this advertisement shall be construed to be a commitment on the part of the Zamfara State Universal Basic Education Beard.

(B) The Zamfara State Universal Basic Education Board reserves the right to reject any/or all bidding packages

(C) The Zamfara State Universal Basic Education Board is neither committed nor obliged to shortlist any contractor.

(D) Only pre-qualified bidders will be invited for financial bid opening, to be announced in due course.
