(1) INTRODUCTION
The NCDMB Capacity Development Intervention Company Ltd/Gte (NCDIC) with head office in Yenagoa, Bayelsa State, Nigeria is a Special Purpose Vehicle registered by NCDMB with the Corporate Affairs Commission to identify, promote, and implement its portfolio of CDI programmes and projects in furtherance of the growth of Nigerian Content in the Nigerian Oil and Gas Industry.

As part of the CDI project for the phased development of the Brass Island Shipyard (BIS), the company hereby invites interested reputable local and international Companies/Consultants, with good track record of performance and experience, to bid for the Front-End and Engineering Design (FEED) of the Brass island Shipyard Project Phase-1.

The BIS Project is meant to deepen in-country capacities and capabilities in the maritime sector especially in the maintenance and repairs of ships, vessels, and other marine facilities utilized for trade/commerce and in the oil and gas industry.

Nigeria has a well-developed maritime trade sector accounting for about two-third of shipping volume In West Africa. There is also Increasing fleet of LNG carriers, LPG vessels, and other marine assets utilized in the oil and gas industry.

While Nigeria and some other African countries have some shipyards of various capacities, analysis of major shipyards in Central and West Africa shows that the lack of ship repair facilities and limited ship repair capacity make it difficult to meet the growing demand for shipping and ship maintenance in Central and West Africa.

Feasibility Study has been completed for the development of a dockyard in Nigeria with the capacity to handle ships and vessels up to 300m IQA. Location Assessment Study has Identified Brass Island in Bayelsa State, Nigeria as a suitable location for the development of the Shipyard in two phases, starting with Phase-1 development covering the maintenance and repairs of small and medium-sized commercial ships, engineering ships, port vessels, steel structure construction, offshore oil and gas platforms and supporting ships. Phase-2 will expand the facilities to enable ship building activities on the S3 hectares of land earmarked for the project.

(2) BIS PROJECT DESCRIPTION
The ship repair area includes a graving dock with a length of 310m and a width of 75m, which is adequate for maintenance of two ships at the same time, and a slipway with a length of 244m accompanied by 5 dry berth, which can meet the daily maintenance work of smaller 1000T-3000T ships/vessels.

A fitting out quay with a length of 650m and a width of 50m, a tugboat berth with a length of 76m and a width of 16m, is arranged along the shore. In order to avoid large excavation resulting in large-scale sediment, the front line of the quay Is set about 320m away from the existing shoreline of the Brass River, which has natural water depth of 6-7m, and only needs to be dredged about 3m to reach the design bottom elevation.
