GENERAL PROCUREMENT NOTICE (GPN) FOR YEARS 2019/2020 (MERGED) TERTIARY EDUCATION TRUST FUND (TETFUND) INTERVENTION FOR ICT SUPPORT

(1) INTRODUCTION
Chukwuemeka Odumegwu Ojukwu University (formerly Anambra State University), Igbariam, Anambra State hereby issue the GENERAL PROCUREMENT NOTICE to inform eligible contractors, suppliers, vendors and GENERAL PUBLIC for her 2019/2020 (merged) Tertiary Education Trust Fund (TETFUND) Intervention for ICT Support in the following areas:

(A) E-LEARNING APPLICATION & E- LEARNING SUPPORT TRAINING:

(i) User requirement gathering/adaptation — adapting user requirement specification provided in TETFund guideline and customize for the beneficiary institution

(ii) Analysis – Analysis of the functional specification to produce the use case diagram/model for the E-Learning platform

(iii) Design — Design of the resultant use case model to provide the Class and Database model

(iv) Coding — Using Java.net, Enterprise Java, Laravel framework or ASP.Net framework to code the design model into functional software

(v) User Acceptance Testing (UAT)— Carrying out user acceptance testing on the developed software in present of all stakeholders including TETFund

(vi) Deployment/Hosting -1 year 8GB RAM Linux hosting with unlimited HDD, SSL, WAF and automatic backup

(B) STAFF TRAINING— Training of minimum of 5 staff including DICT for a minimum of 5 days

(C) INDEPENDENT PERFORMANCE SECURITY & EVALUATION (PSF.);

(2) Interested and eligible Contractors, Suppliers and Vendors are advised to lookout for Specific Procurement Notice (SPN) for various projects mentioned above in the Federal Tenders Journal, National Dailies and Notice boards.

(3) The Advertisement is NOT an invitation to tender.

(4) ELIGIBILITY REQUIREMENTS:
Note that the bid document will be evaluated on the responsiveness to the criteria including but not limited to:

(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;

(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022; with minimum of average annual turnover as stated in the bid documents;

(c) Evidence of Pension Compliance Certificate valid till 31st December, 2022; (this requirement is only applicable to bidders whose number of staff is 15 and above)

(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022; (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above)

(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP;

(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Chukwuemeka Odumegwu Ojukwu University or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

(h) Company’s Audited Accounts for the last three (3) years -2019, 2020, 2021;

(i) Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(j) Company profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(l) Letter of Firm’s Accreditation by the Centre for Management Development (CMD);

(m) Evidence of Firm’s Registration with the Nigerian Information Technology Development Agency (NITDA);

(n) Evidence of Firm’s Registration with Computer Professionals Registration Council of Nigeria.

(5) PLEASE NOTE
Chukwuemeka Odumegwu Ojukwu University (formerly Anambra State University), Igbariam, Anambra State reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 on matters regarding this procurement without incurring any liability to the bidder
