Shortcode and Core Mobile Service (CMS) Gateway services for the RapidPro Communication Platform

(1) Background
The UNICEF Nigeria Country Office is committed to engaging children and youth as key actors in their own development. UNICEF Nigeria requires value-added services (VAS) and mobile technology for realizing the rights of children through digitization in Nigeria. One of the roles of the VAS and mobile technology company is to provide and manage reverse billed universal existing shortcodes 24453, 72222 and 72221 for U-Report. Another is to manage and maintain the 2-way SMS system, to offer 24/7 monitoring and management support, and to provide the SMPP (Short Message Peer-to-Peer) connection for UReport Nigeria. This allows young people subscribed to the service to receive messages sent from the platform. These services are critical to the smooth running of UReport and are a dependency on the RapidPro application.

(2) Objective
The objective of this Request for Proposal for Services (RFPS) is to identify and establish a Long-Term Agreement for Services (LTAS) with a qualified service provider who is knowledgeable in providing Shortcodes and Core Mobile Service (CMS) Gateway services for the RapidPro Communication Platform. These services will help UNICEF respond and engage young people in programme priorities, emergency response and advocacy actions.

(3) Scope of Work
The selected service provider will work within the framework of the established LTAS under the supervision of UNICEF to deliver Shortcodes and Core Mobile Service (CMS) Gateway services per UNICEF’s specified needs. The specific needs may vary and will be clearly defined in separate Terms of References (ToRs) for each project covered against a contract awarded under the LTAS.

Ahead of each contract, the LTAS-holder will be requested to confirm the ability to provide the requested services and quote a final price according to the specific deliverables of the ToR. The quote provided by the supplier for the specific project should be in line with the ‘benchmark’ deliverables and the respective pricing that has been agreed in the LTAS to ensure that they are equivalent/commensurate. Payments will be made against the specific ToR of the contract and will reference the pre-negotiated terms and conditions contained in the LTAS.

(4) Deliverables
The selected service providers should have the requisite expertise in and be able to deliver services that respond to the requirements for Shortcodes and Core Mobile Service (CMS) Gateway services, outlined below.

Task 1
Provide an SMS and USSD Gateway Service to UNICEF and its partners for the purpose of supporting the SMS Information Service. This involves the operation, administration, and monitoring of a data processing environment (hardware & software) for the service, including backup and recovery.

Key deliverables
