REQUEST FOR EXPRESSION OF INTEREST/PRE-QUALIFICATION FOR THE DESIGN AND RE-CONSTRUCTION OF PLATEAU STATE TREASURY HOUSE ALONG WASE ROAD, GRA, JOS
1.0 INTRODUCTION
1.1 The Plateau State Government through the Office of the Head of Civil Service wishes to remodel and convert a building into the Plateau State Treasury House. The Treasury House is to serve as the Office of the Accountant General of the state who is the Administrative Head of the Treasury of the State Government.
1.2 The Office of the Head of Civil Service in furtherance of its statutory mandate and in accordance with the Plateau State Procurement Act, 2018, hereby invites interested and competent Construction Contractors to submit pre-qualification/expression of interest (EoI) documents for the project under Design and Built.
2.0 SCOPE OF WORK
2.1 Site Investigation
2.1.1 Visit and identify the proposed project site/structures.
2.1.2 Identify the dilapidated state of the building.
2.1.3 Take physical measurement of the existing building and produce as built design.
2.1.4 Conduct Integrity test on the existing structure
2.1.5 Take site photographs and Produce Condition Survey Report.
2.2 Redesigning, Remodelling & Costing
2.2.1 Produce designs (Architectural, Civil/Structural, Mechanical and Electrical) for the remodelling of the existing building to suit a Treasury House.
2.2.2 Based on the drawings, produce detail Bills of Quantities.
2.3 Construction
2.3.1 If successful, carryout the construction/refurbishing of the buildings.
2.4 Handing Over
2.4.1 Hand over the refurbished and certified building to the Office of the Head of Civil Service
3.0 COLLECTION OF PRE-QUALIFICATION DOCUMENTS
3.1 Interested Contractors are to collect the Pre-qualification document upon the presentation of evidence of payment, a non refundable fee of 100,000 to be paid into the Plateau State Consolidated Revenue Account; 50300080670 Fidelity Bank Plc.
4.0 GENERAL INFORMATION
4.1 This request for expression of interest is not an invitation to bid;
4.2 All costs incurred in the preparation of EOI documents and submission of same is to be borne entirely by the applicants.
4.3 Condition Survey Report, Designs and Bills of distribution
4.4 Late submission will not be accepted;
4.5 The Office of the Head of Civil Service reserves the right to verify the authenticity and accuracy of claims made in the submission;
4.6 The Office of the Head of Civil Service reserves the right to accept or reject any application for prequalification if deemed necessary to do so;
4.7 Failure to meet any of the pre-qualification requirements will lead to automatic disqualification of the firm/company.
5.0 SUBMISSION OF EXPRESSION OF INTEREST DOCUMENTS (EOI) AND PRE QUALIFICATION DOCUMENT
5.1 The Expression of Interest (EOI) should be in two (2) bound copies in a sealed envelope and submitted on or before 25th October, 2022 and clearly marked “EOI FOR PROCUREMENT OF CONTRACTORS FOR DESIGN AND RE – CONSTRUCTION OF PLATEAU STATE TREASURY HOUSE and addressed to;

JOS, PLATEAU STATE.
All Expression of Interest (Eol) and Pre-Qualification documents received will be opened on 29th October, 2022 In the Conference Hall of the Office of the Head of Civil Service, J.D. Gomwalk, Secretariat, Jos by 12noon.
6.0 ADDITIONAL INFORMATION
6.1 Only pre-qualified contractors will be invited to submit detailed Technical and Financial Proposals upon inspection and shall include: Condition Survey Report (including photographs), detailed Designs (existing and proposed), Bills of Quantities and Building Integrity Test Report.
6.2 Successful pre-qualified contractors have two weeks to conduct site investigation, prepare condition survey report, produce drawings, conduct integrity test on the buildings and submit all documents including financial bids
6.3 Financial Bids will be submitted with an evidence of payment of a non-refundable fee of_N_150,000_to the Plateau State Consolidated Revenue Account; 50300080670 Fidelity Bank Plc.
