REQUEST FOR BIDS (RFB) FOR THE PROVISION OF ENERGY GRID IN ENUGU STATE

(a) This Request for Bid follows the General Procurement Notice (GPN) for the Agro- Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project which appeared in “Development Business issue no. WB 3108-756/09 and “Daily Sun and Vanguard Newspaper of Monday 14 November, 2022.
(b) The Enugu State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of Agro- Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project, and it intends to apply part of the proceeds of this credit to eligible payments under the contract for Provision of Energy grid to Aggregation and Cottage Processing Centers in Enugu State.
(3) The Enugu State Agro- Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project now invites sealed bids from eligible and qualified bidders for the Provision of Energy Grid in Enugu State as described below:

(d) Bidding will be conducted through the Request for Bids (RFB) procedures specified in the World Bank’s Guidelines: Procurement of small civil works under IBRD Loans and IDA Credits and is open to all bidders from eligible Source Countries as defined in the Guidelines.

(i) Experience as prime contractor in carrying- out at least two projects of similar nature and complexity equivalent to the works over the last 5 years (to comply with this requirement, the work cited should be at least 90% completed)
(ii) Availability (own, lease, hire, etc.) of the essential equipment as listed in the Bid Data Sheet.
(iii) A Contract Manager with 15 years’ experience in provision of energy grid of an equivalent nature and volume including not less than 10 years as Contract Manager and;

(1) A complete set of Bidding Document in English Language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty-Five Thousand Naira (N25,000.00) for the first LOT while each additional lot attracts the sum of N15,000.00 or its equivalent in any freely convertible currency. The method of payment will be by cash or bank draft in favor of Enugu State Agro Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project. The document will be collected by bidder’s representative or sent by courier services on request.
(2) Bids must be delivered to the office below on or before 12:00 Noon on Thursday, 15 December, 2022 and must be accompanied by a bid security in the amount stated in the table in paragraph, 951.563 above. Late bids will be rejected.
(3) Bids will be opened in the presence of bidder’s representatives who choose to attend on Thursday, 15 December, 2022 by 12:00 Noon, at the address below:
