(1.0) INTRODUCTION
Lagos Island East Local Council Development Area in pursuance of its mandate and in compliance with the request of the Lagos State Public Procurement Agency Law 2015 as amended in 2021 and in line with 2023 capital Budgetary provision of Lagos Island East Local Council Development Area.
Lagos Island East Local Council Development Area hereby invites expression of interest from prospective Contractors/Supplier/Consultant with the objective of pre-qualifying these Contractors/Supplier/Consultants to develop a database of service provider with which Lagos Island East Local Council Development Area will partner in subsequent bidding process and contracts awards.

(4.0) CATEGORY C: SERVICES;
Lot 1 Desilting of Drainages and Waste Management Lot 2 Training and Manpower Development Lot 3 Maintenance of Parks and Garden
(5.0) ELIGIBILITY REQUIREMENT
The Expression of Interest must be submitted in the following
(i) Cover letter duly signed by the company’s authorised signatory(ies). Indicating the specific area(s) of specialisation under the three (3) heading (Goods, Works, Services.
(ii) Certification of Incorporation/Registration with Corporate Affairs Commission (C.A.C)
(iii) Company’s auditing accounts for 2020, 2021 and 2022.
(iv) Company Profile and Organizational Structure with the CV of key personnel with professional certificates.
(v) Evidence of Financial capacity (Reference Letter from reputable bank capable and willing to provide line of Credit for project execution, if required)
(vi) Current Tax Clearance Certificate of the Company and Two directors for the last three years (2020, 2021, 2022).
(vii) Evidence of technical capacity (list of equipment).
(viii) Possession of experience as a Prime Contractor /Consultant/Supplier in at least Two (2) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion within the last Five years from 2022.
(ix) Exact verifiable location and full address/Contract, Telephone numbers and Email address of the authorized representative.
(x) Evidence of technical partnership (Manufacturers Authorisation where necessary).
(x) In case of Joint Ventures, the company shall provide evidence of the joint venture Agreement executed by all.
(y) Evidenced Company Registration/Renewal with Lagos Island East Local Council Development Area
(z) Any additional information that may enhance your future consideration.
(6.0) NOTE
(i) EOI/Pre-qualification submission should be very clear about the area(s) of competence
(ii) Submission must be in English only in four (4) copies (one original and three copies) sealed in an envelope clearly marked submission of Pre-qualification for Goods, Works and Services (Choose whichever applicable).
(iii) Interested applicants must note that Lagos Island East Local Council Development Area reserve the right to verify claims made in the Pre-qualification documents submitted by them.
(iv) Lagos Island East Local Council Development Area shall deal directly with only the Authorised officers of interested Companies and not with their agents
(v) The Pre-qualification exercise shall not be construed as a commitment on the part of Lagos Island East Local Council Development Area to award any contract.
(vi) Lagos Island East Local Council Development Area will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with responses to this invitation.
(vii) Interested eligible applicants may obtain further information at the Procurement Office Lagos Island East Local Council Development Area.
(7.0) SUBMISSION OF EOI / QUALIFICATION DOCUMENTS
Application must be enclosed in sealed Envelope as indicated in Note (ii) above, and addressed to:
