INVITATION FOR PRE-QUALIFICATION/INVITATION TO TENDER FOR PROJECTS EXECUTION
A. PREAMBLE
The Government of Jigawa State through the Office of the Head of Civil Service, hereby invites competent and reputable companies to submit Technical and Financial bids for the construction of proposed Jigawa State Anti-Corruption Commission Office.
B. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualification, interested competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents
i. Certificate of Incorporation with Corporate Affairs Commission
ii. Certified True copy of Memorandum and Articles of Association
iii. Evidence of registration with Jigawa State works’ registration unit;
iv. Tax clearance for the last three (3) years
v. Audited account for the last one (1) year;
vi. VAT registration certificate and evidence of remittance
vii. Evidence of financial capability and banking support
viii. Company average annual turnover of not less than N200 million (Two hundred Million Naira);
ix. Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc)
x. That the company has fulfilled all obligations to pay taxes, pensions, ITF Contribution and social security contributions
xi. A sworn affidavit certifying as follow:
xii. That the document submitted for the pre-qualification exercise are not only genuine but correct
xiii. That none of the directors of the company has been convicted by nay court of law
xiv. That none of the officers of Jigawa State/Local Government is a present or former director of the company
xv. Any other relevant information that will help in determining the company’s suitability for the work;
C. COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect the tender documents from the office of the Head of works, office of the Head of Civil Service, Block “C” New State Secretariat Complex Dutse, from the date of publication of this advert and between hour of 9:00 am and 5:00 pm daily after payment of a non-refundable fee of N100,000.00
D. SUBMISSION OF TENDER DOCUMENTS
Completed pre-qualification and financial bid should be scanned and uploaded to the E-procurement portal and submitted online via the following address (www.jigaw-eproc.eurodyn.com). Both hard and uploaded documents must reach the office of the head of works, office of the Head of Civil Service, Block “C” New State Secretariat Complex Dutse and not later than 15th December, 2023 by 12:00 noon.
All documents for submission must be transmitted with a forwarding letter dully signed by company representative under the company’s Letter Headed Paper bearing the CAC Registration Number (RC), Contact address, Telephone number (preferably GSM No) and e-mail address.
The Financial bid should contain a bid security of not less than 2% of the quoted bid in a form of bank guarantee or insurance Board.
The bid validity period should be 90 days from the deadline of the bid submission date.
E. OPENING OF BIDS
Bids will be opened online and the process will be displayed at the Head of Civil Service’s Conference Hall immediately after the deadline for submission at 12:00 noon.
F. GENERAL INFORMATION
1. Bids submitted after the deadline for submission will be returned unopened.
2. Only financial bids of successful pre-qualified bidders will be opened, while those for the unsuccessful bidders will be returned unopened.
3. This advert shall not be construed as commitment on the part of the Head of Civil Service Jigawa State by virtue of such company having responded to this advertisement.
4. All cost will be borne by the bidders as the Jigawa State office of the Head of civil service will not be held responsible for any cost or expenses incurred by any interested party i.e in connection with any response to this invitation.
5. The Jigawa State office of the Head of civil services reserves the right to annul the procurement process at any time without incurring any liabilities.
6. Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
