REQUEST FOR QUOTE (RFQ) FOR SUPPLY OF SMART PREPAID METERS UNDER THE EDO STATE MASS METERING SCHEME
The Edo State Mass Metering Scheme was established under the Edo State Electricity law 2022 with the objective of closing the metering gap in Edo State while putting an end to the prevalent but unfair practice of estimated billing of electricity consumers and bulk billing of communities in Edo State.
The Edo State Ministry of Mining & Energy requests Eligible Bidders to submit quotes for the supply of 105,000 smart prepaid meters, comprising both single-phase and three-phase meter types, for the Edo State mass metering program. The deployment plan involves 5,000 meters under phase one of the scheme and 100,000 meters under phase two.
Item Description Quantity 1 Single Phase Whole-Current Smart prepaid BS Meter 5(80A) 230V, 2pole relay, with uplink: 4G/2G Cellular or (WAN) communication module (NIC), Downlink: RF/PLC, 2pole Relay, and RF/ PLC CIU including appropriate meter box 75,000 Nos 2 Single Phase Din Rail Meters, 230V, 1 pole relay, RF/PLC with CIU and meter box, Support AMI function by PLC communication via data concentrator (please quote separately for only one unit of data concentrator for the purposes of evaluation) These meters will be used for metering electricity consumers in rural areas. 20,000 Nos 3 Three Phase Whole-Current Smart Prepaid BS Meter 5(100A) 3×230/400V, 4pole relay, with uplink: 4G/2G Cellular or (WAN) communication module (NIC), Downlink: RF/PLO, and RF/PLC CIU, Including meter box. 10,000 Nos
SPECIFIC TECHNICAL REQUIREMENTS:
The meters must: (i) have passed the Nigerian Electricity Management Services Agency (NEMSA) test, (ii) meet the technical specifications in accordance with the Benin Electricity Distribution Company standards, (iii) be of high quality, with a minimum of two (2) years warranty.
DELIVERY POINT:
The delivery location is Edo State Government Warehouse, Benin City, Edo State.
ELIGIBLE BIDDERS:
Bidding is open to all individuals, Meter Asset Providers (MAP) local and international meter manufacturers and meter vendors.
CURRENCY OF QUOTATION:
The currency for both bid quote submission and payment will be in Nigerian Naira. Any quote not in Naira will be rejected.
PERIOD OF VALIDITY OF QUOTATION:
Bidders must ensure that their quotes are valid for at least 120 days after submission of quote.
SUBMISSION OF QUOTATIONS:
The Bidder shall deliver the Quote in a single, sealed envelope to be delivered to the Edo State Ministry of Mining and Energy, 7th Floor, Block B Secretariat, Sapele Road, Benin City, Edo State and electronically through email to rifa-uwadiae@edostate.gov.ng. The envelope must have the name of the Bidder in front and boldly marked “Quotation for Prepaid Meters for Edo State Government”.
Deadline for Submission of Quotes: All quotations must be received no later than 13.00hrs at the stated address or email and no later than June 25th, 2024. Late submissions shall be rejected.
CONFIDENTIALITY:
All sealed envelopes received from Bidders by the deadline will be publicly acknowledged in the presence of Bidders’ designated representatives and anyone who chooses to attend. However, no envelope will be opened to maintain confidentiality of Bidders’ quotes.
